I've noticed recently that a number of motorists still place their commemorative plates in such a manner that the regular plate is not visible. An example would be motorists who use the "QCPD69" plates. Is the prohibition still operative? If yes, in what places are traffic enforcers vigilant in enforcing such prohibition? Thanks.

    Pasay and Makati area...
especially in Makati. kahit naka Chedeng or high-end cars, pinapara ng MAPSA..

sa Pasay, sa Macapagal, lalo na sa papuntang MOA, ung mga areas with U-turn slots.. laging may pinapara dun..

i know close friends na navictimize in these two areas..
and yes, they are very vigilant kasi may porsyento pa ren sila sa huli..

meron pa bang nanghuhuli regarding commemorative plates?
