AFAIK, 15yo and up vehicles should pass the test by LTO upon registration

not so old vehicles can have their registrations renewed, without being seen and inspected by the LTO?

Wait till you see the LTO failing old tamaraws, adventures and crosswinds pero yung mga bus, taxi at jeepney na nakikita mo sa daan either walang ilaw, tabingi yung alignment o kalbo yung gulong.

Iba yung private vehicle sa mga franchise na pinamamay ari ng mga general at pulitiko...
