How can the LTO compel jeepney drivers to use dashcams that will draw power from their jeepney batteries? These drivers don't even switch on their headlamps at night.

Reality check: P1T - P1.5T is not cheap for the public utility driver. Sa mga Tsikoteers dito, yakang yaka yan.
Operators perhaps but again, they will pass this cost on to their drivers/lessees in terms of higher boundary rates.

Most PUV drivers already have cellphones which cost a lot more than P1.5k. (whereas I have one that costs 700 bucks.
)
It's not a negligible expense, but in the overall scheme of things, it costs a lot less than other government regulations.
The government can even offer a registration rebate for all PUV operators once the bill is passed.
