The "war" between the Metropolitan Manila Development Authority and the city of Makati is heating up.
A traffic enforcer of the MMDA was arrested by Makati policemen for trying to apprehend a motorist in Makati City yesterday.
Insp. Freddie Satorre, of the intelligence unit of the Makati police, identified the traffic man as Eddie Cruz, of 649 Baseco Street, Port Area, Manila.
Satorre said Cruz was manning the Edsa-Ayala intersection at 9 a.m. when he flagged down a four-door sedan driven by Charles Tanpoco for allegedly disregarding the traffic lights.
He asked for Tanpoco's driver's license but Makati police approached and questioned him as the driver was handing his license to the traffic enforcer.
Satorre said it was discovered later that Cruz was using an expired traffic violation receipt. He also yielded three drivers licenses and an original receipt/certificate of registration.
Imelda Danquil, MMDA team leader, said Cruz found the TVR as he was walking along the area, however, she could not explain why it was not surrendered to the authorities.
Cruz was the first casualty in the "traffic war" between the MMDA and the Makati City government.
Makati Mayor Jejomar Binay has warned the MMDA enforcers of arrest once they apprehend motorists violating traffic rules in Makati. He even directed the Makati police, the Makati Department of Public Safety and barangay leaders to implement his directive.
The MMDA downplayed Binay's threat of arrest, saying the agency is mandated by Republic Act 7924, Section 5-F, to enforce traffic rules and regulations.
MMDA general manager Robert Nacianceno, when interviewed earlier, said the agency will post bail if any of its traffic enforcers is arrested.
