    But having doubts on the implementation as always.

    The Land Transportation Office or LTO is now rationalizing driver’s licenses and one of the key takeaways here: be ready to attend a road safety seminar prior to your renewal. The news comes out after the LTO published the Implementing Rules and Regulations of Republic Act 10930.

    In it, it states that any motorist who currently holds a driver’s license (non-professional or professional) with a 5-year validity will have to undergo a mandatory road safety and proper road courtesy seminar prior to renewal. Meanwhile, those who hold a driver’s license with a 3-year validity will be allowed to move onto a driver’s license with a 5-year validity. After that, these individuals will have to undergo the same road safety seminar prior to their next renewal.

    Those who apply for license renewal in Taguig are required to recite a road safety litany in front of the receiving officer before processing can begin. No such thing in the satellite offices. That LTO office is stricter than most though because vehicle lights, plates, tires, and EWD are checked and signed off before registration can be renewed.

    So that lto branch is an autonomous one?
    They implemented a requirement to recite even if it is not in the irr? What happens if you dont complete the litany?

    But they are right in being strict on inspection.

    i like that. it reminds us of road safety policy.

    and every lto should really be strict with these car safety features.
    as a taxpayer, i would criticize them if they did not.

    i wonder, not many PU vehicles renew there...?

    It's not a seminar per se but just to make sure that every applicant at least reads the rules. I see the same rules posted in most offices. Applicants can choose between English or Tagalog. No read no form.

    Wishful thinking.. The practical exam should be a driving simulator where there will be various scenarios/obstacles/road risks and how the driver's reaction to these scenarios will be the basis if he/she should be allowed to renew his/her license.

    well, they have that in airplane simulators... and, to a much lesser quality, in the mall electronic playground...
