It doesn't matter if it is old, as long as the car is road worthy. They should instead pry on the owners who doesn't know how to maintain a vehicle and check their road worthiness.

Malamang private vehicles lang ang tatamaan nyan, eh mas hindi road worthy yung mga PU, kaso sasabihin nanaman inaapi ang mahihirap. Simpleng brake lights lang hindi pa nila maayos. Emissions pa kaya?
