LTO Chief Alberto Suansing is planning to implement stricter guidelines for 4 wheel vehicle owners/drivers as well as their passengers.
The amended guidelines are as follows:
1. Carrying of Restriction Code 2 (RC 2) on the drivers license.
2. Confiscate and fined HID headlights 4300k color and up
3. All passengers of private cars needs to have seatbelt, including the back passengers.
Additional proposed items from the LTO Guidelines:
*Drivers and All Passengers who fail to use seatbelt will be fined P1,500/passenger plus attending seminar for traffic and vehicle safety to be conducted by LTO.
* For carrying more passenger other than the normal seating capacity, a penalty of P1,000/per passenger.
* For defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn a fine of P1,000 for the violators.
* For modifying any part of the original design of a private vehicle without approval of LTO and the DTI a fine of P2,000.
* Wearing of slippers fine of P500 for the first offense, P700 for the 2nd offense and P1,000 for the 3rd offense and revocation of driver’s license.
* Installation of HID headlight 4300K and up color temperature a fine of P5000.
* Installation Open free flow exhaust pipe other than the original exhaust pipe a fine of P3000.

Isasama sana lahat pati motorcycle.
ang ingay talaga ng motorcycles with modified exhuast. esturbo nila specialy sa mga sanggol na natutulog...
dapat ang may modified exhaust, eh yung may racing license or atleast naka-aral sa racing school.
about HID, Imo, may light aiming test nalang, kasi hindi lang naman reflector only HID ang problema, kundi yung may mga rides na with bad light aim too.

tsk tsk... bakit yan ang inaatupag nila? hindi nila atupagin yung mga corrupt na officials at pagpapatupad ng mas mabuting batas diba?

This is complete BS... what if the vehicle has already been modified? How do we go about certifying it?
There should be no penalty of modifying the exhaust pipe, since stock pipes can rust away, and replacements can't always be found... they should just implement a sound limit and emissions certification for these things. I'll be the first to admit my car is kinda loud, but you can't impose a blanket ban.
And what about ROTA? By changing any part of the car, do they also mean wheels? Tires? This law needs to be thought out completely... hopefully it doesn't pass through in its current form.Last edited by niky; September 13th, 2008 at 09:33 PM.

Paano yan? Nagpapaa lang ako pag mag drive. Dyahe kasi pag naka shoes.
