    COA lifts disallowance on new car plates
    Published November 11, 2018 4:27pm

    The Commission on Audit (COA) has lifted the Notice of Disallowance (ND) it issued to the Land Transportation Office (LTO) regarding the procurement of license plates.

    In a COA decision dated July 9, the COA effectively lifted the notice of disallowance it imposed in 2015 in connection with P477.901 million worth of license plates.

    "...Notice of Disallowance... dated July 13, 2015 amounting to P477,901,329.00, on the advance payment to PPI-JKG Philippines Inc., for the supply and delivery of motor vehicles to the LTO is lifted," it said.

    The decision was signed by COA Chairperson Michael Aguinaldo and Commissioners Jose Fabia and Roland Pondoc.

    In its ruling, COA cited a Supreme Court decision on January 23, 2018 which declared as constitutional the funding for the P3.8-billion Motor Vehicle License Plate Standardization Program (MVLPSP).

    In the same ruling, the Court lifted the temporary restraining order it issued against the LTO in June 2016, which prevented the agency from distributing the plates it procured.

    The supply contract was awarded to the joint venture of Knieriem BV Goes and Power Plates Development Concept Inc. (JKG-PPI), which the COA earlier said was not included in LTO's approved budget for 2014.

    According to then-Transportation Secretary Emilio Joseph Abaya, the issuance of the notice of disallowance caused the delay in the issuance of license plates.

    "It bears stressing that this decision is not a pre-audit, and is without prejudice to the conduct of a post-audit. Consequently, this decision does not foreclose the possibility that there may be findings on post-audit relating to the performance of the contract," the COA decision said.

    "In view of the foregoing circumstances, and considering that the procurement for MVLPSP involves public interest, this Commission is constrained to lift the disallowance," it added. — Jon Viktor D. Cabuenas/BM, GMA News

    I got my new plates a few weeks back, and out of boredom and just plain old curiosity, I go to the LTO website (Motor Vehicle 7-Character Plate Backlog Inquiry) to check my "status"

    Lo and behold, the inquiry returns this answer: "Your MV license plate with MV Number *************** is not yet availble"

    What the hell????? LTO must really be gunning again to be the #1 most inefficient government agency for 2018. They are consistently very unreliable in everything and anything.

    I did this again -- with my colleague's new vehicle MV file number. Again same stupid result, "not yet available". He got his plates a few months back, so we're just laughing at this moronic LTO website.

    Where do all those "computer fees" go to, I wonder?

    I too have that kind of result even though I got my license 2 months ago.
    The website is nice and simple but I think the database needs to be updated regularly, I blame their ITs this time

    Hi mga sir. First time ko paparehistro ng kotse on January after 3 years of free LTO registration. Wala pa ko plaka and blank din plate number sa CR ko and I'm part of the pre-July 2016 pool. Question is, maa-assignan na ba ko ng plate number upon registration? If so, pwde ko narin ba magamit yung number na yun as my temporary plate kahit wala pa yung actual plate?

    Hinuhuli ba kapag yung RFID sticker sa upper left or right ng windshield kinabit? Sa current gen na Everest kasi may front camera/sensor sa gitna and kapag nilagay sa ilalim nun, halos gitna na ng windshield nakalagay.

    Up for this question too. Though wala naman issue sa windshield ko, di lang ako nagagandahan na sa gitna ilagay yung sticker. Gusto ko rin sana sa gilid idikit kung walang issue.

    I have registered my vehicle last month, after the free first 3 years.... No assigned plate number yet. Wow!

    Still brand new, -conduction sticker pa rin e....😂😉😂

    Are you noticing some cars whose "virtual plate" starts in letter A ay nagiging letter N na ang start (or C, D, depending on the plate) ng permanent plate number?

    Got a call from the dealer last Monday, the plates have arrived. I got my unit in March 2017, was hoping for an ending of "3", got a "4".

    Pwede na rin.

    I bought my car Feb 2016. Almost 3 years na ngaun wala pa din plate. Baka abutan pa ko ng rehistro next year conduction plate padin gamit ko.

    Buti pa ung mga bagong car ng 2018 mabilis ma release ang plate.

    mabilis na pala release ng plate ngayon? pag release ng sasakyan ko sabi ni SA may plate na agad. sabi ko papagawa pa sana ako ng euro conduction plate. wala man lang kasuspense2x gusto ko pa sana itakbo ng nakaconduction para mukhng bnew ng ilang buwan lol

    I just got my new LTO license plate. Since it is not allowed now to put a cover on the new plates, can we paint it with clear coat to protect it from damaging weather?

    my recommendation is, just leave it as it is.

    The new LTO plates released includes RFID stickers. Is this sticker replaced yearly every time you renew your registration? Are these stickers manufactured at LTO main office or the regional offices can do the making of these stickers? If its centralize then it will again take time to have this stickers.
