most likely improvised, or altered. yung mga low numbered plates (8, 7, etc.) color green din sila. pag yung mga nag start sa letter S, usually government plates so red yung color.
yung blue plates meron 2 klase. 4 digit blue plates are diplomatic plates. 5 digit blue plates fall under the OEV category (other exempt vehicles) ata. these were registered as tax free vehicles, not necessarily diplomatic.
ive also seen 8 plate na blue and im curious kung orig ba ito kasi kakilala ko totoong 8 pero red yun kanya. pero ive also seen 8 plates on the new rizal plates blue yun pagkasulat. pero ive seen 8 naman on regular plain white background.

Yep blue 8 na centered. Did not see the back plate. I always thought that congressmen have red 8. Kung sa Congressman yun, personal car ba ito? O pwede rin sa extended family and friends?

The blue-colored "8" plate was the old protocol plate used by congress (around late 90's). Marami pa din akong nakikita nyan, especially sa school namin.
A blue plate number with just an "8" centered? That means the vehicle belongs to a member of the Congress. This "special" plate is attached in the front portion of the vehicle, while the rear portion of the vehicle should display its regular plate when the vehicle was first registered (three alphabets followed by three numerals).
