i would think majority do. If you watch videos in you tube from when Ondoy hit, yung mga submerged vehicles maraming naka-hazard.

When the electrical system gets grounded, the immobilizer goes off and the hazards go on.

Reminds me of Battlefield 4 prologue.

In situation like this, it's more of retrieval operation. Even the best SRU personnel would not dare. The passenger is quite lucky to escape. Sorry about the driver. In our training,WASAR ( swimming course- water search and rescue),firefighting, BSC, BLS, the first step in emergency action principle is Survey the scene. As a (trained) rescuer, it is imperrative to assess the scene by observing the following:

    1. Safety- is the scene safe? If so- then proceed. In every rescue attempt, always ensure 90% safety (rescuer) 10%(victim).

    2. Victim's injury....- if you can identify what sort of injuries the victim has sustained- you can avoid inflicting more damage to him/her. Accident like this, 2minutes under murky water plus broken bones, worst is-if the victim is unconcious- no chance.

    3. Location- activate emergency assistance. Call for back-up. You can ask bystanders to call for ambulance. Make sure responders are aware of your location before engaging.

Wag mag paka bayani. Maliban na lang kung gusto mong iuwi kang nasa body bag or kabaong.

I saw a youtube video somewhere about escaping a car that has plunged in the water. Extremey difficult. You can't open the doors due to the water pressure. The windows wont operate cause they are shorted. And try breaking the glass with your feet or hands..... next to impossible. The guys in the show had a special hammer to break the glass and then they also had a safety diver with them in the car just in case they needed oxygen. Chances of a rescuer opening that car door with his bare hands....in a river....with a sinking car....while treading water....in a current..... Zero.

yes, it will break the window glass and cut the seatbelt if ever jammed siya. Also has LED light at the rear if the handle just in case madilim gaya Pasig river.

the problem is (like on this situation), nabangga sila before plunging into the river. walang malay yung driver at yung pasahero naman ay nakalabas na. who will use this tool?

oo nga pala, nakalabas yung isa so may opening na sa car, saka from the later video basag na yung salamin din sa harap due to collision...ang naging problema lang talaga e walang sasagip that time..
