C5- Ateneo Traffic Gridlock Result of New Truck Issuance by LTFRB

[Admin 05] The severe traffic jam experienced by motorists plying along streets fronting Ateneo De Manila University and Miriam College including C5 was only an ill-fated outcome of the Land Transportation and Regulatory Board’s (LTFRB) new truck issuance according to the records of Metropolitan Manila Development Authority (MMDA).

In a data compiled by the Agency, there has been an 80.67% increase in the volume of trucks that traversed along Katipunan Avenue (in front of Ateneo Gate 3) when LTFRB lifted the Truck Ban last July 25, 2014.

Said data means that on that day, the number of trucks traversing said road has ballooned into a staggering 14,380 count, resulting to a severe traffic congestion. This just doubled the last year’s 7,959 number of trucks when the ban was still implemented.

“Our records only justify that vehicular bottleneck along Katipunan Avenue is the adverse effect of the new truck issuance of the LTFRB,” MMDA Chairman Francis Tolentino said.

Tolentino is referring to the recent Advisory of LTFRB to all Trucks for Hire on June 27,2014, wherein “No Apprehension Policy” shall be observed both by the Board and the Land Transportation Office (LTO).

This came on the heels of an LTFRB-issued Board Resolution No. 05 Series of 2014, whereas all for-Hire Trucks with green plates can freely pass along C5 for the period of one month, from June 28 to July 28, 2014, without fear of getting apprehended by traffic enforcers.

“The current move of the LTFRB will not only exacerbate the already worse traffic situation in the metropolis,” said Tolentino, pointing out that trucks are major contributors to the traffic gridlock, especially during rush hour.

The MMDA Chairman stressed, however, that he, together with Metro Manila Mayors, would be more willing to discuss said concern with the LTFRB in a dialogue.

Actually ever since they shut off EDSA to trucks, it has really increased C5 traffic volume, especially on Saturdays.

This MMDA Chairman however, should not only point at the trucks as culprits. He should drive around discreetly on a school day and see for himself the situation and the ineffectiveness of the current traffic flow scheme (Bayani-era U-turn slots) coupled with poorly trained MMDA officers.

MMDA to Respect Port Container Truck Routes
[Admin 05] The Metropolitan Manila Development Authority (MMDA) today clarified that it will not apprehend trucks and container vans traversing along the truck routes designated by the Metro Manila Council (MMC) last June to help in decongesting the ports.

This came on the heels of a resolution passed unanimously yesterday by the Metro Manila mayors defying the ‘no apprehension policy’ issued by the Land Transportation Franchising and Regulatory Board (LTFRB) which allowed for-hire trucks with green plates to ply Metro roads outside the MMDA’s truck ban hours until August 29.

According to Emerson Carlos, MMDA Assistant General Manager for Operations, the agency’s traffic constables were instructed to refrain from apprehending container trucks everyday except Friday, but only on truck routes specified in the MMC resolution.

MANILA - Malacañang has upheld the policy of the Metropolitan Manila Development Authority (MMDA) regarding trucks with green plates without authority to ply for commercial reasons in the metropolis being subject to apprehension and their respective drivers fined.

The policy also covers so-called out-of-line buses, which will also not be allowed on the metro roads.

The decision was reached in an inter-agency meeting Thursday at the Palace attended by the heads of MMDA, Land Transportation Franchising and Regulatory Board (LTFRB), Department of Transportation and Communications, Department of Finance, and Department of Trade.

"The Cabinet discussed solutions to ease the traffic woes in Metro Manila and decongest the Port of Manila. Colorum trucks and out of line buses will be apprehended as the government continues to rationalize the routes of provincial and city buses," Presidential Communications Operations Office Secretary Herminio Coloma said in a briefing aired over state-run Radyo ng Bayan.

Trucks with green plates may apply for provisional authority to operate, but those who fail to do so will face arrest and fines starting August 16.

Trucks with green plates but are not for hire, on the other hand, may ask for an exemption valid for three years, which the government will give for free for the next three months.

"But this does not mean they are not covered by truck ban," Coloma said.

Coloma added that the Cabinet also discussed efforts to restore to normal levels the volume of cargo in the Port of Manila by Aug. 16.

Port users will also be asked to conduct regular operations even on Sundays to quickly release cargos held up in the Port of Manila.

MMDA and LTFRB had earlier gone head-to-head over the latter's "no apprehension policy" for colorum trucks as well as its order allowing provincial buses to operate on EDSA anew.

Coloma said the Palace will next meet with Metro Manila mayors on the traffic policy.
