Solons mull requiring ITRs during vehicle registration

A RESOLUTION requiring car and truck owners to submit copies of their income tax returns as a prerequisite for registering their vehicles has been filed at the House of Representatives on Friday.
Speaker Jose de Venecia led the filing of House Resolution 154, which urged President Gloria Macapagal-Arroyo "to issue an executive order mandating the Land Transportation Office (LTO) to require the submission of a copy of the individual income tax payments during the registration of cars and trucks."
Appropriations committee chairman Rolando Andaya of Camarines Sur; Albay Representative Joey Salceda, chairman of the House committee on economic affairs; Negros Oriental Representative Herminio Teves and Tarlac Representative Jesli Lapus, chairmen of the ways and means committee; Surigao del Sur Representative Robert “Ace” Barbers, chairman of the accounts committee; Deputy Speakers Raul del Mar, Emilo Espinosa, and Gerry Salapuddin; and Majority Floor Leader Prospero Nograles co-authored the resolution.
The resolution said the number of privately owned cars and trucks registered with LTO as of December 30, 2003 was 3, 140,000.
"A substantial amount of revenues of no less than 15 billion pesos can be derived from the September to December 30, 2003 registration of cars and trucks," it said.
"An individual who does not pay income tax definitely cannot afford a car,” it said.
In the resolution, the lawmakers said it was “imperative” for the government to provide a mechanism that would "mainstream the underground economy, a significant source of money."
"Other government agencies can be a source of, and appropriate tool, for ensuring the proper tax related documents are submitted and filed by tax payers,” the resolution said.
"Collection efficiency could be improved in part to a thorough and complete assessment of documents
submitted by a taxpayer to government agencies," it said.
The resolution cited the LTO as one of those agencies "where the registrants thereof are presumed to be capable taxpayers who own vehicles that cannot be afforded by ordinary citizens."

o yung mga retirees? wala na sila income pero their pensions may be big enough to buy what they want, like cars. or they could have retired from working in the US and have come back to their beloved Pinas. so wala silang ITR.

people who win raffles, like sa SM and Robinsons. kahit mahirap lang pwede manalo ng Patrol, Pajero, Altis. e yung ITR nya below minimum pa, paano na yan?
people whose source of income is agriculture, since agriculture is tax exempt? one can easily earn 1 million pesos from 5 hectares of land, and if one is industrious enough even much much more. isang hectare lang ng prawn farm milliones kita pero walang tax yun, so walang ITR.
dapat spelled out ang exemptions sa bill na yan para walang makotongan sa LTO.
Not all are able to afford brand new vehicles but can have them registered in these instances:
1. A parent/grandparent buying a car and having it registered in the name of his/her child/grandchild;
2. A person who forecloses on the chattel mortgage over a vehicle or one who buys foreclosed motor vehicles from banks;
3. A person who has a brand new car registered in his name in trust for the real or beneficial owner who resides abroad and who provides the funds therefor.
Kinda makes me think that our congressmen use their heads between their legs when they think about what kind of legislation they put out.
Just enforce the existing tax laws and go after tax cheats before making things inconvenient for those who abide by the law.
Wala talagang maisip na matino itong mga tongressman na nag-propose nito at sponsors, ang target nila ay yung middle-class na naman para makapag-generate ng new taxes.
Bakit di nila habulin yung BIG TAX EVADERS at hindi itong honest-to-goodness middle-income earner.

Tang#$%^ pala sila eh... like sa case namin...technically, 0 income ang parents ko...kasi retired na ang tatay ko ..pero meron silang 2 sasakyan sa bahay... pinaghirapan sa abroad lahat yon... tapos ngayon... porke't di ka na nagbabayad nung buwis eh..sasabihin nila di ka na pwede mag rehistro nung sasakyan mo?... Actually, the idea has some sense but it won't be passed. The politicians will be the first ones to get hit by it. Automobile companies will definitely not agree with it since they'll lose a lot of sales, so expect them to lobby against it.
Ever wonder why elections will never be computerized in this country since politicians won't be able to cheat as easily anymore.
In other countries, they hold elections on a weekend. Use the national bank as vote counter. The polls are set up in bus stations and malls. For every vote a candidate gets 1 unit of their currency. A bank's system will always count 1 as 1. No need to purchase expensive equipment that's going to be used once in every 3-4 years.
kahit sino puwede magfile ng itr. yung lang konti lang ang gumagawa. kahit ofw puwede rin magfile or even agricultural workers. just ask your friendly accountant or better yet visit the nearest BIR office and tell them of your predicament. They'll be more than willing to help you all out. I do my share and I expect everyone else to do theirs.
kung walang income, may exceptions din yan. pero kailangan magfile. we all benefit even in a small way. we still get to use our roads, buy produce from markets, etc. Its an obligation as a citizen of this country to file our taxes. whining instead of affirmative action will get us nowhere.
