    The House of Representatives has approved on third and final reading the bill against motorists who drive under the influence of alcohol and illegal drugs.

    House Bill No. 4893 states that it is illegal for any person, while under the influence of alcohol or prohibited substances, to drive a vehicle, a congressional statement said Wednesday.

    The statement added that once the bill is enacted into law, it will enforce road safety nationwide.

    Based on guidelines, a suspected drunk driver found to have a blood alcohol level (BAL) of 0.06 or higher will be considered under the influence of alcohol.

    BAL is the amount of alcohol present in a person’s blood stream. It is recorded in milligrams of alcohol per milliliters of blood.

    The bill also authorizes the testing of alcohol content in a motorist's blood, breath, urine or other bodily substance for the purpose of determining his BAL or the presence of illegal drugs.

    Police or traffic enforcers may initially do the screening when "the driver shows signs of impaired coordination and judgment while operating a vehicle, if stopped for a traffic violation or when involved in an accident."

    Under the bill, a first offender will face 30 days in jail or license suspension and a P1,000 fine. A second offense will be penalized with 30 days in jail, license suspension and a P5,000 fine. A third will have a 30-day jail sentence, five-year license suspension and a P10,000 fine.

    If death has resulted from the accident, the offender will be penalized with life imprisonment and an additional fine of P1 million in the event of multiple fatalities.

    If the offense resulted to serious physical injuries, the offender will draw up to 12 years in prison, five-year license suspension after the sentence and a P200,000 fine.

    The bill is now awaiting Senate action, the statement said.

    I don't understand why there is no license revocation.

    Anyway, this is good. Just the same that Drug testing is ok for me since im not a drug addict, this is ok for me also because i don't drink. hehehehehe

    medyo OT: dapat sigurong upgrade din nila yung ibang road violations penalty para mas epektibo... eg. loading at unloading zone, P1000 fine o license suspension. tignan natin kung pasaway pa rin yung mga puv drivers na yan.

    dunno' if these traffic enforcers will be equipped with portable high tech equipment during any drink driving apprehension. baka sasabihin lang na nakainom ka beyond the limit na wala ng actual verification kung anong level yung BAL mo???
    sa napapanood ko sa mga american films, yung traffic enforcer ay guguhit ng straight line tapos pasusundan nila, pag pagiwang-giwang ang driver at hindi masundan saka aakusahan as drunk driver...

    AFAIK, Sa US legally drunk ka na pag 2 to 3 bottles of beer.

    Ung 0.06 depende din sa body mass ng drinker.

    Hmm.. masaya to. Buti na lang 2-3 gulps lang ako pag sa restos and bar umiinom hehe..

    He's drunk at the bar

    One night a police officer was staking out a particularly rowdy bar for possible DUI violations. At closing time, he saw a fellow stumble out of the bar, trip on the curb and try his keys on five different cars before he found his. The man sat in the front seat fumbling around with his keys for several minutes.

    Meanwhile, all the other patrons left the bar and drove off. Finally he started his engine and began to pull away. The police officer was waiting for him. As soon as he pulled onto the street, the officer stopped him, read him his rights and administered the breathalyzer test to determine his blood-alcohol content.

    The results showed a reading of 0.0.

    The puzzled officer demanded to know how that could be. The driver replied, "Tonight I'm the designated decoy."

    it's about time na magkaroon ng batas against drunk driving. meron pa nga diyan sa sobrang kalasingan ay nakakatulog sa manibela. ayun kung hindi makapatay ay nasa ospital o sementeryo na.

    so if you drink...don't drive. if you drive...don't drink.

    kaya lang pag nakainom na ay nalilimutan na toh...

    Blood Alcohol Content/Level varies according to a persons weight, number of hours after the drink & number of bottles. the charts in the link below may be used as a guide, though in most US states, a blood alcohol content of 0.08% is considered DUI. Mukhang pa-impress na naman ang mga tongressman natin ah at ginawang mas mababa ang BAC at 0.06% to be DUI... another brillant law but the question is, can it be properly enforced??? hehehe :evillaugh:
