yun kay BF hanggang July lang started Feb this year
if they succeed in this, hindi lang national budget ang natipid nila, pati time and of course, meron na sila working prototype for other bottlenecks to follow
so I think they are really thinking as well as risking.
I have to say magaling na efficiency manager and strategist si BF if he pulls this off

passed by there this morning, bottle neck na nga dahil may on going construction etong mga jeep titigil pa tapos di pa itabi ng maayos labas pa din yung likod ng jeep so the 2 lanes becomes 1.... so solution talaga sa metro traffic... PUJ and PUB. kung sumunod lang sila sa lane markers mas bibilis at aayos takbo ng trafic.

It's a great idea and I thought about it a few months ago. Turns out BF was thinking the same thing.
But the problem is as always with the implementation. The location of the U-turn ramp is wrong. It should have been built AFTER the Kalayaan Ave. intersection where the present U-turns are, because the whole point of the U-turn is to be able to turn into Kalayaan Ave.
At the current location, I think no one will use this ramp.

no! it won't...kung kukunin mo ang existing lane to make a new ramp..hinde naman lumuwag yun daan eh it will just make it narrower...
kung talagang gusto nila sana yun existing lanes hinde na binawasan...nag widening na lang sana sila then make that elevated ramp...
sample is yun sa SLEX yun ramp pababa and paakyat ng skyway sa bicutan, bottle neck parati doon dahil sumikip yun papsok dahil kiunuha nila yun existing lane to make yun mga ramp...

imagine niyo nalang na tapos na iyan construction ng elevated U-turn at dinadaanan ng mga sasakyan, iyun going straight toward SLEX magiging 2 lane nalang, same goes din iyun pabalik, hindi ka pa nakakalapit doon sa Elevated U-Turn, makikita mo na, naka balandra na doon iyun mga Bus at Jeepney at ginawa na nila Terminal ang kahabaan ng C5 kalayaan...
tignan niyo nalang buong kahaban ng EDSA, malapit sa Fly Over at mga Underpass... ganoon din mangyayari diyan sa Elevated U-Turn na iyan... (baka mas malala pa)

We still have to wait and see if this would work.
Elevated U-turns are in use in other Asian countries and it seems to do well. As one poster said, its all in the implementation. I think this is better than a 2-lane flyover since usually its a bottleneck at the foot of the flyover. Building a 3-lane flyover is pretty expensive.
I've passed by this morning and I think I see space for 3 lanes at the bottom of the elevated U-turn. Historically however, i've notice that the traffic is at its worst whenever a vehicle breaks down within that vicinity.

The thing is... you should force jeepneys to stop UNDER the flyover-U-turn instead of before it.
This causes a bottleneck at the C5-Katipunan Flyover, because those freaking SOBs drop off and pick up passengers on the flyover itself. The MMDA should just ban jeepneys on the flyover, period. If they can't control themselves and stop picking up passengers up there, make them go the long way around underneath.
Ang pagbalik ng comeback...

No two ways against the current state of C5, though:
Due to the construction it's become a massive funnel there.
Todo-iwas na ako sa C5 going home from work. It's made me take EDSA or the long way 'round (Shaw Blvd-9 de Pebrero-JP Rizal-Metropolitan Ave-SLEX).
