    HPG starts drive-thru clearance By: Alfred P. Dalizon

    MAMANG PULIS -- THE first “drive-thru” motor vehicle clearance shop in the country will be opened today by the Philippine National Police Highway Patrol Group as it marks its 54th founding anniversary with Land Transportation Office chief Assistant Secretary Arturo C. Lomibao as guest of honor and speaker.

    Lomibao, a former PNP chief, will be assisted by PNP chief Director General Jesus A. Verzosa and PNP-HPG director, Chief Supt. Orlando M. Mabutas in opening the HPG “drive-thru” shop created to give a much faster and efficient service to clients of the HPG Motor Vehicle Clearance Office.

    The HPG leadership said it will request Lomibao to put up a remote LTO office including a smoke emission testing center inside the HPG headquarters to provide a much faster service to their clients who naturally will have to go to the LTO for other transactions.

    “A one-stop LTO shop plus the HPG-MVCO drive-thru shop will be for the greater benefit and convenience of the public, including Camp Crame residents,” he said.

    Patterned after the “drive-thru” counters of popular fast-food chains in the country, Mabutas said the counter was designed by HPG-MVCO chief Senior Supt. Roel B. Obusan to ensure that HPG clearance applications will be released within an hour barring any hitches.

    Also to be inaugurated today are the newly-renovated HPG building, tactical operations center, an HPG mini-park, a new classroom for transformation program courses and a memorial for HPG officers and men who have been killed in the line of duty.

    Mabutas is leading a massive improvement of the HPG building and technological capabilities. Right now, the modern HPG tactical operations center is monitoring round-the-clock all HPG mobile cars in Metro Manila equipped with the global positioning system to enable the HPG leadership to monitor their positions and dispatch them to areas where they are needed as soon as possible.

    Mabutas said that the “drive-thru” counter will be for the convenience of all HPG motor vehicle clearance applicants. He said that to shorten the processing time, the counter will be manned by a staff of the Land Bank of the Philippines where the applicant will first pay the required clearance processing fee before his vehicle is subjected to a macro-etching examination.

    Much of the delay in getting an MVCO clearance has been traced to the long lines of customers of the Land Bank’s branch in Camp Crame where clients are making different transactions ranging from withdrawals and deposits or payment of necessary fees from the HPG-MVCO, the PNP Firearms and Explosives Division and the Security Agencies and Guards Supervisory Division.

    As soon as the vehicle does not show any signs of tampering and its papers are in order, the MVCO clearance will be released probably within an hour. At the moment, MVCO clearances are being released in three days.

    “Barring any hitches on the applicant’s registration papers and how fast macro-etching technicians can examine the vehicle, it will take only a minimum of one hour to process the clearance under this new scheme,” said Obusan.

    Obusan, however, said that applicants whose vehicles will show signs of tampering or present spurious LTO registration papers will be questioned and their vehicles impounded.

    “We have a nationwide motor vehicle information system where we can find out if a certain vehicle is stolen or not, or if its license plates and chassis and engine numbers really correspond with the vehicle,” he said.

    Obusan said the central motor vehicle records in Camp Crame are being updated every other day by his staff based on reports on wanted stolen motor vehicles being submitted by the different PNP regional traffic management offices nationwide.

    The HPG-MVCO has been instrumental in recovering dozens of stolen motor vehicles in the country over the past few years as its highly-trained crew are known for spotting stolen vehicles or those with spurious LTO papers while their owners or drivers are securing the much-needed MVCO clearance.

    This year alone, Obusan said they have impounded at least 18 motor vehicles included in the list of wanted stolen motor vehicles, mostly wagons and luxury cars and 21 motor vehicles with tampered engine or chassis numbers.

    The PNP-HPG functions as the PNP’s main unit involved in the fight against car thieves, hijackers and highway robbers.
