DOTC Joint Administrative Order 2014-01 setting higher fines for traffic violations

I'm concerned about the P200,000.00 fine imposed on the so-called colorum trucks. We pickup our goods from out suppliers in Metro Manila, and deliver them to our customers. All are properly documented and our trucks are definitely not colorum. Ang problema is how the enforcers interpret the law on colorum. They always ask for the DTI cert, but our company is not registered with the DTI, sa SEC kami registered. And all of our trucks have copies of the SEC papers.

There was one time when one of our trucks was apprehended by an MMDA enforcer, colorum daw kami. He was presented with the SEC papers, OR/CR, and invoice from our supplier. Although in the end, he let our truck go without any charges nor lagay.

But there were times na kelangan talagang mag-lagay para makaalis na agad ang truck.

Now, with the new AO, where supposedly there will be a saparate task force that will enforce and apprehend erring drivers and vehicles, I hope they will be properly briefed before they are out in the streets apprehending cars and trucks.

pag may delivery receipt ba pwede na? or colorum parin yung ganun?

btw, yung mga L300 vans namin walang naka lagay na company name, capacity, and not for hire. mukhang kailangan na lagyan ah.

May invoice naman issued from our supplier kapag mag pickup kami. Now with this AO, 200K na ang fine. How much kotong na kaya ang hihingiin now?

Yes, may markings, same business name as in the OR/CR, invoice and SEC.

Ang problema, they will try to look for other violations, be it made up or real, para maka kotong. There was one time, my truck was apprehended and checked for documents kung colorum, complete ang papers so hindi pwede colorum, biglang iniba yung kaso, nag U-turn daw sa maling lane. WTF di ba, e di kamot ulo driver ko nag lagay nalang.

Pwede. I did it before. Pero dito lang sa province nahuli truck ko that time. First time kong mahulihan na colorum. Kaya after that incident, meron ng copies ng mga documents sa lahat ng trucks.

AFAIK for proper implementation of this order deputized LTO / LTFRB officers lang ang allowed manghuli nung ganyang cases / violation hindi na pwede basta basta manghuili Pulis/ MMDA/ LGU TEs.

I do hope properly informed sila para hindi magkaron ng confusion gaya sa case ni Boybi before

Yesterday pala, na pull over isa kong truck by a team of MMDA enforcers. They're checking if colorum truck ko, as usual, complete papers except that the business permit is expired. Kakabigay lang kasi yung new 2014 sticker for the business permit so hindi pa napalitan yung copy sa truck. So I talked to the apprehending officer on the phone, mabait naman kausap, I explained that mabagal mag release ng sticker dito sa province namin, so tinanggap naman explanation and hindi na tiniketan yung truck.

I then asked about the new AO, sabi ng MMDA officer, even if enforced na yung new AO with the 200K fine for colorum trucks, tuloy pa rin daw sila (MMDA) sa paghuli within their jurisdiction, but the fines will still be based on their own schedule of fines.

I don't know if that MMDA enforcer know what she's talking about, but if she's right, kanya kanyang huli na naman sila since hindi nga kasama MMDA sa new AO?
