Other way around. Walang nakalagay kung kanino binenta. Dapat nakalagay yung sa actual owner as stated in the registration and pirmado. Kapag open, hindi nilagay kung kanino binenta ng registered owner. Usually the case kapag sa buy and sell nakuha ang sasakyan although some non buy and sell people don't really practice putting their names as well.
