Sad state of affairs in our country....
They delegate power to those who fall short on the level of faculty required to implement the law properly and consistently.... They should professionalize their ranks!

Taga-MMDA ba nag-issue nito, or some municipal traffic aide? AFAIK, MMDA traffic enforcers are required to have attained at least college-level education.
IIRC they're with AVID. The reported numbers in the TG article are from CAMPI.
