    there is a type of helmet that looks like a baseball cap without the visor. it's just a padded dome. the rest of the face is very visible.
    it should be agreeable to all parties involved.

    haha that genius! i wear full-face even when riding a bicycle

    this stupid ban-everything mindset has to stop PH law enforcement is utterly incapable of enforcing the most basic of things. more laws don't help

    Hmmm just realized, if they get your license when you go inside their village, wouldn't that be illegal too since you'll be driving without a license?

    the license inside the pocket does not offer the driver any significant protection from an accident, on private roads or on public roads.
    the worn helmet does, and the un-worn helmet does not. private and public roads.

    the license is just to identify you as having privilege to drive on public roads. you don't lose much else if you surrender it to the guard.
    when they ask you to surrender your helmet, they deprive you of some of your chances of surviving a head-boggling accident.
