    Aquino approves construction of Edsa-Taft flyover



    MANILA, Philippines—President Benigno Aquino III on Tuesday gave the green light for the construction of a flyover at the perennially traffic-choked corner of Edsa and Taft Avenue in Metro Manila.

    “The President has allowed the project to move forward subject to the approval of the Neda-ICC (National Economic Development Authority-Investment Coordinating Committee),” said presidential spokesperson Edwin Lacierda in a text message.

    Mr. Aquino gave his approval to the project during a meeting with public works officials at the Palace.

    The project is estimated to cost P2.7 billion, with the flyover extending to about 1.2 kilometers each side.

    The project is designed to add two lanes each to both the northbound and southbound directions of Edsa, spanning Malibay Bridge in Makati City to F.B. Harrison Street in Pasay City.

    “The entire project’s projected timetable (from precompletion to construction) is 15 months. Actual construction (will) take 12 months,” said Lacierda.
    The Neda-ICC will review the proposal this month to check its compliance with the two conditions set by the President, before it goes to the Neda board for approval.

    The flyover is expected to lessen the gridlock in the intersection and also provide quick access from Makati, Manila and Pasay to the Entertainment City of the Philippine Amusement and Gaming Corp. at the Manila Bay reclamation area.
    Lacierda said the Edsa-Taft flyover project would help alleviate traffic congestion by providing uninterrupted traffic flow and improving the level of service from heavy to moderate flow.

    It will also increase the road network by adding more lanes and will cut the average travel time by 50 percent, he added.

    San kaya nila isisiksik pa yan? aside from the volume of vehicles plying EDSA.. IMHO, the MRT is the biggest mistake in it's design.. railways for trains like these should have been built underground... not in the middle of a highway..

    isa pa sa mga kailangan nila ayusin is yung Buendia cor. EDSA. maling mali yung design nung flyover. nagiging bottle neck parati

    Sa amount na 2.7Bil pwede ng bilhin ung mga building within the area around EDSA-Taft malamang me sukli pa ang gobyerno.

    Ipa-demolish lang ung mga building sa lugar na un at luluwag na ang daloy ng sasakyan.

    Kawawa naman tayo, laging nakakaltasan ng tax.....napupunta lang sa mga project na sablay...

    dapat i demolish MRT taft to magllanes at gawing elevated na MRT. hindi yung flyover. isama mona yung flyover papuntang tramo. Dapat buong MRT gawing elevated dati pa e di sana ang ginhawa ng traffic. tapos lahat ng major intersection gawing underpass like sa shaw, cubao pero gawing 3 lanes. San ba kasi galing mga nagpopropose ng mga design. hindi ata nakatapos ng pag-aaral

    o kaya gawin na subway yung MRT. pati stations underground lahat. puro exit lang ang nasa ibabaw. kulang talaga tayo sa urban planning.

    Mukhang di uubra sa atin ang subway, bahain dito satin. Bumuhos lang ng malakas na ulan, di na subway tawag diyan, submarine na.

    hehehe pero pag sa EDSA, i think uubra naman. basta maganda design ng stations para hindi pumasok tubig. sa LRT 1, wala ng pagasa yun.

    Good luck kung ibebenta sa iyo. Technically, kaya. Pero may mga tao naman na ayaw magbenta. Di naman puwede forced sale.

    The "Stormwater Management And Road Tunnel" or "SMART Tunnel", is a storm drainage and road structure in Kuala Lumpur, Malaysia, and a major national project in the country. The 9.7 km (6.0 mi) tunnel is the longest stormwater tunnel in South East Asia and second longest in Asia.
    The main objective of this tunnel is to solve the problem of flash floods in Kuala Lumpur and also to reduce traffic jams along Jalan Sungai Besi and Loke Yew flyover at Pudu during rush hour. There are two components of this tunnel, the stormwater tunnel and motorway tunnel. It is the longest multi-purpose tunnel in the world.
    In 2011, the SMART tunnel received the UN Habitat Scroll of Honour Award for its innovative and unique management of storm water and peak hour traffic.

    Actually by law meron tayo RIGHT OF WAY, much better pa nga kung ang reference ng payment (compensation to land owners) ang gagamitin ay ung real estate value na declare nila pag nagbabayad ng property tax.

    Un nga lang, pag alang traffic, alang major civil works construction, liit kita...

    Law of Imminent Domain ang applicable dito, they will appropriate part/whole of your property for the public good. Yung bayad to follow, usually hulugan and priced according to its realty tax appraised value.

    bka mabaha nga dahil pangit ang drainage system natin at pag summer napakainit lalo pag subway pa ang MRT dito. :D

    This should be ideal for us. Problem is we cannot dig tunnels around Metro Manila.

    For one, the Japanese and Americans bombed Manila back to the middle ages during World War II. There are still plenty of unexploded ordinances buried deep in and around Manila. The only way around this would be to manually dig the tunnel and not use any TBMs, therefore, its going to take ages to finish such project.

    Another is that we encounter numerous typhoons and monsoon rains in a year. It would be difficult to construct such project. And possibly for other technical reasons as well.

    Hopefully in the future, there is the technology, and the funding, to do such project.

    Regarding building codes, the structures would have already been built with the appropriate set-backs from the center of the roadway, as required by law, before EDSA was made 12,000,000 meters wide.

    And the city would have to prove, in court, via eminent domain, that the move to create cut outs for turns (mere, turns, mind you... not bypasses for the intersection) would be for the benefit of the many.

    This would go through RTC, perhaps the SC (given how large the amount of land to be expropriated is, maraming mag-a-appeal) and then the Court of Appeals. There would be arguments as to whether such structures and expropriation are necessary, and whether enough would benefit. The petitioners would challenge the city or MMDA to show studies that would prove, without a doubt, that such structures would ease traffic (and given they don't bypass the roads in the area entirely, I doubt it)... and that enough would benefit (say, 4,000 vehicles a day versus how many hundreds would lose their jobs and residences) and that there is no alternative (there is... build an overpass)

    In the unlikely case the government wins... there would be wrangling over the pricing of the land, and what fair value is (probably around 30m for a decent sized lot... then a whole lot more for the buildings), then there would be the cost and difficulty of demolition and construction.

    Much simpler to build an overpass.
