Maybe taxi riders here can ask Vios taxi drivers why they leave their hoods popped up.
    That would solve the mystery.

Yes. The one used by the Manila Police force. Not all of them. Only some have the hood popped open, esp. the ones in "crappy" condition.

Anyone if you happen to ride on a Vios taxi with its hood open, why not ask the driver the reason for such? That way it would save us from formulating potentially misleading or erroneous conjectures.

I have a Yaris hatchback but I am quite certain pareho lang sila ng Vios (Yaris sedan in the US)... Pansin ko isa lang ang fan that cools the engine. Yung Santa Fe dalawa! So pansin ko when I open up the hood right after a drive mas mainit yung hangin na sumisingaw sa hood ng Yaris kaysa duon sa Santa Fe (I can even touch the Santa Fe's engine cover and di ako mapapaso)... Maliit lang din radiator nya pero IMO given the small size of the engine (1.5L, taxi Vios even has 1.3L only) should be sufficient. Baka nagtitipid nanman mga taxi drivers by just using water and not a proper coolant...

Most taxis operate 24/18 hours a day. Relyebo mga drivers. Highly probable that its to prevent the engine from overheating.

Di naman siguro prone to overheating, siguro hehe.

Kasi etong 2nd gen 1.3E namin never pa nag-overheat in its 2 1/2 year-life. Kahit noong byahe namin from Valenzuela to Pangasinan with full load (heavy baggages + 5 people including driver), never nag overheat, swabe ang byahe (humataw pa up to 140kph). And maybe they never use the proper coolant.

Anybody here often rides a taxi? Try nyo po sakay sa popped-hood Vios then ask the driver, para maliwanagan na tayo lahat .

One other hypothesis: it would help keep the cabin cool? If the engine bay is cooler maybe it helps the airconditioning unit.

    Why ?

but in the case of the taxis , di naman sila babyahe ng matagal at malayo para lang may puntahan, non-stop ang andar ng makina, from one place to another, from one traffic jam to another. so they keep the main hood latch open for the whole/part of the day's work para di mag-overheat or absorb outside partially cold air(colder than on the engine bay).

not a very safe practice imho, for the 2nd latch can stand up to a 100kph(i think, done this before accidentally) but dito sa metro, di naman tatakbo ng syento yang mga taxi, lalo sa traffic na meron dito.
