    peace!

Maybe he is a very good mechanic but not to your car,
He did not even know how to find the possible caused why the check engine lights still on.
The only thing or device can scan the codes ay nasa TOYOTA CASA.
Have them check the codes, ask the list of the results .

    A little advice,
Don't give 100% trust to your mechanic even he is your brother, your father or a family friend unless he is a Toyota trained mechanic.

A lit CEL (blinking or otherwise) is never "OK". You need to have your casa diagnose it. Using a diagnostic tool, they can pinpoint or at least narrow down the cause of the problem.

When the CEL is lit, it usually means a problem with the emissions system. This usually happens when the ECM encounters a sensor that has a reading that's out of range. As a result, the ECM goes into a pre-programmed state (aka limp mode) and ignores the reading from the faulty or out-of-spec sensor. That said, the engine will somewhat lose efficiency (ie. the fuel system may default to open loop and the A/F ratio set to rich, etc. to protect the engine).

    CEL = Check engine light
ECM/ECU = Engine control module / unit = "Computer box"
    A/F ratio = Air/Fuel ratio

No offense, but if you can't figure out what they meant on your own, you better take your car to a reputable mechanic.
