It's just that there are stations that are newly renovated but still have 20 year old tanks, or stations that have been refurbished, but with dealers who still don't practice wetstock management.
In Metro Manila, you're safe filling up pretty much everywhere since almost all of the stations of the majors are company-owned, and therefore have stricter operational standards. Some stations that have been submerged in floods will inadvertently have water seeping their tanks, but since Ondoy we've taken more precautions in ensuring cam locks are water-sealed for any eventuality.
In the province, try to fill up just in decent-look stations in the bigger towns, since its hard to tell for an ordinary consumer which stations are okay and which aren't.
Price on the other hand, is not a factor. Prices in Fairview are lower than elsewhere in Manila, but the fuel sold there is the same as everywhere else. Just happens to be a price-war area.
