QUEZON CITY, Jan. 5 (PIA) -- Not even Quezon City Mayor Herbert Bautista could escape the hands of the law.

On New Year’s Eve, the Mayor was apprehended by a traffic enforcer from the city’s department of public order and safety apparently for beating the red light while cruising along Tomas Morato Avenue corner Kamuning Road at about past six in the evening last December 31.

The Mayor was driving a privately-owned SUV without any security detail when flagged down by traffic enforcer Sol Botilla, who at that time was helping some children cross a street along Kamuning Road.

Botilla, a traffic enforcer for nearly 10 years, failed to recognize the Mayor who was always looking at his right side. “Ang alam ko lang mukha siyang Intsik,” the 47-year old Botilla said.

Twice did Botilla ask for the mayor’s driver’s license. However, it was not until the man behind the wheels spoke and acknowledged his violation that the traffic enforcer finally realized that he had actually apprehended the Mayor.

“Nakakahiya nga po dahil humingi pa sa akin ng pasensiya si Mayor dahil sa abala,” Botilla said.

After the incident, Mayor Bautista told the traffic aide to personally report to his office the following day. However, Botilla did not go to the Mayor’s office because he was afraid of the repercussions it might cause him.

During the year’s first Monday flag-raising, Mayor Bautista cited Botilla for his exemplary achievement and rewarded him with a P10,000 financial assistance and a spot promotion.

Already, the city’s department of public order and safety, headed by Ret. P/CSupt. Elmo San Diego, is facilitating Botilla’s promotion for a supervisory position.

Botilla said he will use the cash reward for the tuition of his children. (PIA-NCR/alfer kristoff guiang)

So the question is, did Mayor Bautista get issued a traffic violation ticket?

Every cloud has a silver lining as long as you put the correct "spin" on it.

From an embarrassing incident, it has been given the "political spin" for positive media mileage for the mayor.

Nope, na sindak kasi ni Mayor...

It was already dark at six in the evening, and Botillo was having a hard time seeing the faces inside the vehicle as the driver rolled down his window. He asked for the driver's license twice before the man behind the wheel finally spoke up to apologize for the traffic infraction.

Sol said he thought he had heard the voice before.

"Sabi ko, parang boses ni Mayor Bautista yon ah. Tapos sabi ko sa driver, sir! Ikaw pala yan, pasensya na po sa abala," Sol recounts.

Sol let the driver go with a warning. The driver then told Sol to meet him in his office the next day.

Having recovered from his initial shock, Botillo said he started doubting the identity of the driver he just called "Mayor".

"Sabi ko sa buddy ko, pare si Mayor Bistek ata yung nahuli ko. Sabi niya, loko ka ba, hindi basta-basta magmamaneho yun ng walang escort. Naloko ka na siguro, tinawag mo pa kasing mayor," Sol said.

THUMBS UP FOR Commonwealth MMDA Traffic Enforcers, specifically yung mga nag flagdown sa Speeding Cars.

Huminto ako sa kanila, cause I have complaint against sa isang walang modong magmanehong bus driver na kasunod ko at talagang umusok me. It's sunday, rest day, pinapara ko sa MMDA Enforcers yung upcoming bus, mabilis naman nila na-iradio at huminto naman yung BUS, I said, Obstruction yung driver, this Lady Bus Inspector ang bumaba at bungad sakin "Nabangga ho kayo?" Hiningi naman po ng MMDA yung license nung bus driver and they issued a ticket for Obstruction, walang kesyo-kesyo, ticket agad! Nagpasalamat din ako sa kanila for their immediate response and action and sabay salute.

Salute for MMDA Enforcers along Commonwealth Ave. Also, kahit "8" plate, pinapara nila for Speeding.
