February 9th, 2014 11:06 AM #14Sasabihin ng masa against sa mahirap yung panukalang batas kaya walang mangyayari. Yung biyaheng Pantranco Munoz na lang sa QC dilapidated na yung jeep. Kita mo sa gabi na iyon na rin tirahan nung driver kaya minsan masasakyan mo amoy pawis. Wala na silang source of income, nawalan pa sila ng tirahan kapag lumusot iyang batas na iyan.

Mahilig tayo magpataw ng fines, penalties at iba pang disincentives. Pero wala naman pagbabago.
Ang suggestion ko, incentives naman ang dapat subukan tapos retain ang existing disincentives.
Halimbawa, lahat ng makaka-attain ng specfic fuel economy at papasa sa tunay na emission testing plus regular inspection ay bibigyan ng isang malaking pabuya (e.g. fuel subsidy significantly higher sa existing).

ganito na lang.. annual registration of vehicles more than 15 years old shall be 50 thousand kesos (or some other amount that is still exorbitant). make it expensive for them to hold on to their old vehicles. make it cheaper for them to just go buy newer vehicles.
and i will guarantee you, some politicians "will come to the aid of the oppressed"...

Honestly, if he really wanted to help, after his press statement, he should go down to the LTFRB and pester its officers to do their jobs. Sure, he's got no implementing authority since he's in the legislative arm, but he's got political will and influence that he could use if he wanted to. Puro pampa-pogi at lip service lang ang inatupag!
