    It's about time na i-modernize na ng PNP ang gamit ng Police natin. Napanood ko ito sa GMA News (24 Oras) kanina.

    Wala na magbu-bulakbol na pulis siguro. Mati-trace na kung saan exact location nila.

    In about four minutes, a mobile patrol crew of the Manila Police District responded to a robbery in progress in San Andres, beating the seven-minute response time required by MPD director Chief Superintendent Roberto Rosales of his policemen.

    The MPD’s quick response capability was a result of the installation of global positioning system (GPS) devices in all MPD patrol vehicles which have been configured to automatically report their location every minute so the dispatchers can determine exactly which vehicle to send and respond to the incident.

    The first in the history of the country’s police force, the GPS device and the CityWatch service was widely applauded and received by businessmen who witnessed a press briefing in the newly renovated and modernized District Tactical Operations Center (DTOC) yesterday morning.

    Philippine National Police (PNP) chief Director General Avelino Razon Jr., National Capital Region Police Office chief Director Geary Barias, Operations head Chief Superintendent Silverio Alarcio and other ranking police and government officials took turns in commending Rosales for his pet project.

    “The concept (GPS and CityWatch) was early on conceived even during my terms as MPD chief, but technology and resources prevented us to implement it at that time. I am happy that it has now come to full fruition under Boysie’s (Rosales) initiative. We shall follow the lead so we can upgrade the standard in solving crime,” Razon said.

    The DTOC, which serves as the “war room” or command and control center of the MPD, underwent a complete renovation and modernization under Rosales’ leadership.

    With the new system, MPD personnel can immediately view from a digital map the location of incidents reported and dispatch the nearest available police vehicle through the GPS devices. The GPS installed in all MPD patrol vehicles have been configured to automatically report their location every minute, so the dispatchers can determine exactly which vehicle to send and respond to the incident. If mobile cars are not available, foot patrols have also been equipped with new handheld radios so the dispatcher can also radio them to respond.

    With CityWatch, residents, commercial, industrial and other business establishments can subscribe to the service by purchasing GPS tracking devices and wireless alarm systems, panic buttons, and digital video recorders. Once included in the system, the alarm devices can automatically notify dispatchers of break-ins or robberies.

    For individuals and companies requiring higher security needs, they can also acquire wireless digital video recorders and cameras and feed live video to DTOC’s flat screen televisions. CityWatch operates 24 hours everyday without holidays and subscribers are assured of continuous service. All devices compatible with CityWatch system can either be purchased cash or through a postpaid plan from the partner phone companies of MPD.

    Also yesterday morning, Razon donated new anti-crime equipment to the MPD’s Special Weapons and Tactics (SWAT) to “boost its crime-fighting capability.”

    “I do have a soft spot in my heart for the MPD having been district director here twice in the past,” Razon said in his speech.

    GPS catches rogue MPD mobile cops By: Alfred P. Dalizon THE hi-tech Global Position System installed by Manila Police District director Chief Supt. Roberto L. Rosales on all MPD mobile cars has scored its first catch: Six crewmen of three prowl cars who recently conducted illegal checkpoints near Manila Zoo and terrorized an elderly businessman.

    “We have identified the policemen involved in that incident and they are now undergoing administrative investigation,” Rosales told Tonight.

    Rosales said the policemen, whose names he withheld, were identified through the GPS system. “Under this system, we have a digital map or locator chart where we can identify the mobile car, its crew, their location and the exact time and date they have been there,” the MPD chief said.

    Rosales said 97 MPD mobile cars already have GPS devices and he plans to install at least 20 more.

    He said the GPS gadgets have been configured to automatically report the mobile car’s location every minute so that dispatchers will be able to determine which vehicle must respond to emergency calls.

    Rosales said National Capital Region Police Office chief Director Geary L. Barias ordered him to investigate the MPD mobile patrolmen accused of conducting illegal checkpoints near Manila Zoo and searching cars illegally despite protests from their victims.

    Barias said they are strictly enforcing the plain view doctrine in checkpoints and choke points and unless there is a valid reason, police can’t force the driver to open their compartments and ask them to alight from their vehicles and frisk them since that is part of the PNP standard operating procedure.

    The NCRPO chief reacted to a complaint by a Filipino-Chinese businessman identified as William Sy that a group of Manila policemen manning a checkpoint at the corner of Adriatico St. and Quirino Ave. on the night of April 10 stopped his car and ordered his driver to open the four doors before thoroughly searching it.

    The businessman said he was greatly terrified by the ordeal he suffered from the hands of the policemen who allowed him to go when their search yielded negative result.

    Rosales said the policemen who terrorized the businessmen were identified as members of the MPD Mobile Patrol Unit who were not supposed to be there since there is an MPD Station 9 nearby.

    Barias reminded anew all NCRPO personnel manning checkpoints to be courteous in dealing with the public. As a matter of policy, all checkpoints must be supervised by an officer, at least with the rank of inspector.

    na-checkpoint na din ako ng ganyan sa ah yan MPD sa vito cruz. illegal pala mga yun buti na lang nun ni-rollover ko window ko nakabarong ako kaya sinaluduhan ako

    It was the same night [04/10] na na-checkpoint din ako. Pati yung 2-door 08 Honda Accord Coupe na white that was displayed sa Rockwell tinigil nila, kita ko yung mga pulis may mga hawak na papel. Buti mga 12-2AM yata nun kaya di masyado nag-traffic. Nung turn ko na tinanong lang kung may baril ako and kung san ako punta. Sabi ko sa Hyatt tapos tinanong kung naka-check in ako sabi ko mag-check in pa lang. Pag sinabi ko magca-casino PATAY! Buti nga di na chineck yung compartment nandun pa naman lahat ng cash ko that time.
