    MMDA Impounds, Spray-paints 140 Buses

At least 140 passenger buses have now been impounded by the Metropolitan Manila Development Authority (MMDA) traffic enforcers who also spray-painted the erring bus units for “colorum” and “out-of-line” violations yesterday morning.

Roberto Esquivel, chief of the Traffic Enforcement Operations of the MMDA, conducted the anti-colorum operation along Edsa-White Plains yesterday morning.

Esquivel, who also heads the sidewalk clearing operations, has been given orders to clamp down on operators of buses that ply the major thoroughfares without legitimate franchises and outside of their routes.

Esquivel said the anti-colorum operation is in preparation for the implementation of the Organized Bus Route (OBR) system for a unified dispatch of 3,500 buses plying Edsa and other major thoroughfares before yearend.

Last Monday, the MMDA conducted its operation against colorum and out-of-line vehicles along Edsa-Balintawak, Edsa-White Plains and Edsa-VV Soliven.

MMDA men spray-painted the vehicles apprehended with the words colorum or out-of-line for either operating without a franchise or outside their routes.

The penalty, Esquivel said, would show its owners that the agency is serious in its fight against those who are operating illegally.

Also last Monday about 60 buses were apprehended followed by 80 bus units yesterday, bringing the total number to 140 buses.

Due to the big haul of violators during the last two days, the impounding area in Pasig City could no longer accommodate more buses and MMDA had to redirect the others to Las Piñas impounding area.

Esquivel said the vehicles will only be released to owners after the necessary documents are presented.

“These apprehended vehicles are only adding to the volume of traffic and are unfairly competing with those who have franchises to operate,” he said.

Meanwhile, the Provincial Bus Operators Association of the Philippines (PBOAP) criticized the MMDA for employing “Gestapo-like” tactics for summarily spray-painting colorum or out-of-line vehicles and buses on Monday and Tuesday.

Homer Mercado, president of PBOAP, said they would seek an audience with the Land Transportation Franchising and Regulatory Board to discuss their concern regarding the latest MMDA campaign.

Mercado added transport groups are opposed to the spray-painting of their buses since they consider this as a “senseless, uncivil attack on public utilities.”

From my observation... the MMDA executes a big anti-colorum operation once every two months or so.

Kudos to them... sobrang daming buses na nga minsan.

    MMDA, ignore those whiners!
