    MANILA, Philippines – Two steps closer to a better commuting experience?

    The Land Transportation Franchising and Regulatory Board (LTFRB) late January received two petitions from Change.org asking for changes in the public transport rules in the Philippines.

    One petition, which was started by motoring editor James Deakin, is asking the LTFRB to require the installation of speed limiters on all public buses. The petition, which was started mid-December, received over 12,800 signatures when it was turned over to LTFRB Chairman Winston Ginez.

    Ginez said the board, under the orders of Transportation Secretary Jun Abaya, has already started to look for the appropriate technology. “We are now in talks with suppliers to find the best technical solution, although in principle, this is already a done deal," Ginez added.

    The LTFRB earlier said that the idea to install speed limiters was nothing new, and that they were already in the process of looking for potential suppliers.

    Deakin's petition proposes a 50 kilometer per hour limit for buses plying EDSA and an 80 km/h limit for provincial buses. Ginez, meanwhile said the board is looking to implement the proposed speed limiting system using a website that would send an alarm when a bus goes over 80km/h.

    Ginez said hooking it up to a website also makes it easier to track errant companies who tamper with the limiters. Deakin's petition came days after an accident involving a bus killed at least 18 people.

    The LTFRB later revoked the franchise of the Don Mariano, the operator of the bus involved in the accident.

    “Road accidents and bus tragedies are all too common in the Philippines and this victory will definitely save hundreds of lives,” said Deakin, who also proposed adding limiters to trucks.

    Deakin was optimistic but cautious about the chances of the petition to turn into reality. "I still need your help to make sure [Ginez] makes good on his word. But it's still a big victory to get to this point," he said in his blog.

    In December, Iloilo Representative Jerry Tenas filed a bill that would require speed limiters in city and provincial buses. Under House Bill 3624, those who don't install speed limiters will get a penalty of one year imprisonment and a P300,000 fine. Tampering with speed limiters will also result in 6 months of jail time and a P100,000 fine. National highways and expressways with minimum speeds of 60 km/h are exempted from Trenas' bill.

    Change.org Campaign Director Inday Espina-Varona also presented to Ginez another petition related to public transport in the country. The petition, which currently has over 4,000 signatures, wants the government to devote at least 10 seats for persons with disabilities, pregnant women, persons with children, and elderly on public buses.

    The way things are, riding a public bus also means racing to get the best seat. During rush hour, most conductors ram as many commuters as possible inside the buses. – Bea Cupin/Rappler.com

    Dapat ung ung orange lane sa edsa lagyan na lan ng tyre spikes, para kung magpilit na umabas sa lane ung mga PUV e putok ang gulong nila.

    pansin din ba ninyo ung EDSA NB, from tramo to magallanes ung rightmost lane na para sa PUV na 2 lane e ginagawa lang parking at tambayan ng pedicab (along provincial bus station) ung mga pasay TE dun din park ung mga motor nila kaya ung mga PUV e kumakabig palabas ng orange lane at nakikipaggitgitan sa private vehicles.

    Starting June or July this year, buses that register with LTFRB must have the speed limiter. not speed alarm...daw.

    MANILA -- The Land Transportation Franchising and Regulatory Board (LTFRB) will require all buses to have speed limiters by June, according to LTFRB executive director Atty. Roberto Cabrera.

    Cabrera said they plan to require all buses to install the speed limiters when they register their lines.

    "We would like to start soonest, 2nd quarter of this year, June or July," he said.

    He said the technology will not only detect overspeeding but actually prevent the vehicle from going over the speed limit. "Hindi ka lalampas kahit anong mangyari."

    Cabrera said they are considering suppliers of the speed limiters from Manchester, UK, Netherlands, India and China.

    But he clarified that they are still studying if they will let it go through a bidding process or just give accreditation. "Better to accredit, at least wala ng purchase of government," he said.

    The LTFRB is also planning not to limit the number of suppliers so that bus companies will have choices.

    The LTFRB still has not determined the final speed limit for the buses but Cabrera said they are going to ask help from UP-National Center for Transportation Studies (UP-NCTS).

    He said for now, they are looking at a speed of 60 to 70 kilometers per hour (kph) along EDSA, and less than 100 kph, possibly 80 kph, in highways going to the provinces.

    BUS FIRMS GO AHEAD

    Meanwhile, some bus companies like Bataan Liner, Victory Liner, Jac Liner, DLTB Bus and Five Star have already invested in global positioning system (GPS) and alarm systems for their buses.

    Ria Cauton, vice president of Five Star Bus, said they have invested in a GPS system to track their buses since 2007 and this includes a buzzer which sounds off when the bus goes over 95 kph anytime, anywhere.

    Five Star driver Nick Lachica said the buzzer starts sounding off as a warning at first until it becomes very loud that it will irritate the passengers.

    "Mag-uumpisa siya toot toot lang tapos biglang lalakas, malakas kaya mapipilitan kang mag-menor," he said.

    Cauton said the installation of speed limiters still have to be studied. "Meron din siya mga dangers kumbaga. Divided din kami kasi may mga pagkakataon na kailangan mag-accelerate, tulad ng tire blow out."

    Cauton explained that tire blow outs are not only caused by old or ill-maintained vehicles. "Minsan may pako, may bato, may repair, kailangan apakan ng todo yung accelerate. Pag may speed limiter, hindi siya makakapag-accelerate enough para malabanan ang puwersa."

    Cauton said the government should focus on the root of the problem, which is overcompetition of bus operators, compared to Singapore which only has two bus lines.

    NO CONSULTATION?

    Meanwhile, Provincial Bus Operators Association of the Philippines (PBOAP) president Alex Yage issued a statement on the LTFRB's plan to require speed limiters.

    "The circular was decided without public consultation with the bus operators, bus manufacturers, drivers and the riding public. While there may be benefits, a thorough study and review of this is necessary, beneficial and practicable to all stakeholders. A class legislation without consultation would make it arbitrary and subject to suspicion to the public. We look forward to a public hearing on this matter," Yage said.

    Another 23 people dead. Just a few weeks before there were 6 or 7 killed––or was it 12? Who is counting anyway? Because by the time this petition gets noticed by the authorities, that figure could easily double. Triple even. No, this is not some killer typhoon or horrific natural disaster we’re talking about; this is far worse…

    I’m referring to grossly irresponsible bus drivers and the heartless companies that employ them. And if this last Skyway accident is not enough reason to completely shut down the privatization of bus companies, then the next accident is no longer the driver's fault but the the fault of the people who grant them the license to operate such a barbaric system.

    As it is now, with the boundary system and no speed limiters, the system is like the hunger games. And still, nothing is done.

    Funny, they will ban hammers from malls, but for some reason, not a thing is done about these speeding busses that are used as deadly weapons on our roads, despite the fact that if you look at the local figures, bus accidents have claimed or ruined more lives than any terrorist attack has on Philippine soil over the last 5 years. Go ahead, add it up.

    And the worst part is I’m only referring to the avoidable ones. If it weren’t for grammatical purposes, I wouldn’t even call them accidents – but it’s pretty hard to get your point across by calling them bus purposefuls.

    And the common thread in all of this has been speed––busses racing with one another for passengers, or pride, or ego, or fun, or for some perverse point to prove. And it has got to stop.

    First things first, install mandatory speed limiters on each and every public or private bus in the country. This is not new technology, nor is it expensive, but it could solve over 90 percent of this problem. It is currently used in most European cars to electronically limit them to 250km/h, and could be done here to restrict our busses plying EDSA to 50 km/h. Provincial busses, especially those running on the North Expressway, could be given an 80 km/h limit.

    I think we can all agree that the soft approach doesn’t work for these erring bus drivers that seem to spawn other toothless killers in the thousands, and taint the name of those who are genuinely trying to earn an honest living So treat them like the animals that they are and cage them with technology.

    I’m not trying to generalize by saying every single bus driver is evil and will eventually drive his passengers into an early grave, but those that aren’t won’t have a problem with this technology anyway.

    It took too many fatal tragedies for the goverment to react. Filipino commuters and motorist will now get some protection from wreckless bus drivers...

    Nilinaw naman ni Ginez na hindi magdudulot ng taas pasahe sa mga passenger buses oras na mailagay ang speed limiting device sa naturang mga sasakyan.

    Anya, bago sumapit ang buwan ng Mayo ay inaasahang tapos na nila ang memorandum circular para sa implementasyon ng naturang proyekto kasama ang mga dalubhasa ng University of the Philippines-National Center for Transportation Studies.

    Sa ngayon pinag-aaralan pa ng LTFRB kung gaano kabilis ang itatakdang speed sa mga bus.

    EH yung PUJ kaya kelan lalagyan ng minimum speed? Sa totoo lang dito sa amin sa Taguig 2 lane na nga lang kababagal pa, at pag nagbaba, ihaharang lalo sa gitna. Minsan pinangarap ko may jeepney sa GTA nang makaganti kahit dun mang lang

    but seriously, speed limiter lang ang requirement.. bonus na lang ang add-ons, sa mga operator na nais gumastos nang mas malaki for more toys like gps...

    puede kaya ang speed limiter na papatay ng engine kapag umabot sa speed limit? may special key from mmda na kailangan para pa-andarin ulit... but only after paying the fine! heh heh.

    i wonder... when will someone recommend speed limiters for cars and other private vehicles also? QC traffic mgt, commonwealth branch, take note! heh heh.

    puedeng bang i-sama ang motorcycles sa speed limiter requirement? can we have it set at 30 kph max, and full stop within a radius of 30 meters from the corner/stoplight on red?
