that happened to me once, ung taxi na pumila sa Taxi Bay at SM Makati thought he could slip a fast one samin mag asawa, inutusan ko nlang sha na i-metro nya dahil meron ako tito sa LTO who would have a field day with him and his taxi company. And just to piss him off a lil bit more, super sakto ung bayad na binigay ko (minus the Php10 kasi wala sha sticker) and hindi ko tinuro sa kanya ung daan palabas ng lugar namin.
Tutal gumagawa na ng sting operation si LTO, they should involve the public by automating a complaint medium, say, a text line for abusive taxi drivers.
Ex.
text SWAPANG [space] TAXI plate # [space] franchise name
send to 2600
...or something to that effect...
