How could they implement without breathalyzers ? Not every apprehending agency has been issued this gadget yet so, hulaan na lang o kursunadahan na lang ang paghuli which will be subject to abuse knowing how abusive most of these enforcers just to milk them of.

A law without a way to enforce it is just another useless law.

Or worst, another useless law that can be used by the authorities to harass innocent citizens.

Most of the implementations of our laws are half *ssed, that's how the authorities find ways to circumvent and abuse it.

this law has no back bone. they need to train and equip the men in uniform how to do field sobriety test. they need breathalyzers and calibrate these equipment on a regular basis. the officers need to know how to distinguish a person under the influence of drugs or alcohol from those who are diabetic and are experiencing low blood sugar content. the law enforcement department must have doctors available when needed.

What if driver pass the test, who pay's the hospital test bill ?

Good luck shooting straight if you're drunk. We'll be reading your obituary in the newspapers the next day.

last thursday binngga ako ng isang Green na Prdao. Sila na mali sila pa matapang, after the collision, bigla inatras iyon sa saksakyan niya, anyway to make the long story short, dinala namin sa Jose Reyes ayun positive sa Alcohol.

last night, i almost bumped a padjak tricycle..it was speeding fast thru an unlit intersection.. buti na lang .... (put advertised brake fluid here) ang gamit ko!
the guy got off and shouted, "primary road ako! secondary road ka!" (actually, we were both secondary, and my road was wider.)
my headlights were on, his headlights were not even installed..
actually, the guy was drunk; i could smell his breath... you can't win an argument with a drunk.
kawawa naman yung mag-inang sakay niya..
