Repair of Alloy Wheels

How do they repair partially slightly scratched but peel off top coat paint of the alloy wheels? Is there a need to remove the top coat of the unblemished portion and repaint everything? Kasi, sabi ng pintor sa kasa they need to scraped off some portion of the paint using sand paper. Baka lalong ma damage ang metal portion na walang scratch instead.

Wala bang ibang process sa pag remove nang paint aside from using sandpaper say chemicals?

Sandpaper is okay, bro. It roughens up the surface and primes it for painting.
