    Pag naputol ang cable, yes replace it pero kung hindi wag papalitan. Cost, ask dealer.

    don't replace if not broken. my handbrake cable was around 900 IIRC.

    On the other hand, the chance of the handbrake cable getting broken is not as high. See if the spring is bad if your handbrake requires more than 7 or 8 clicks to secure the rear wheels. If the handbrake requires you to pull it really high then yeah something is wrong maybe spring is stretched or the cable too, so have it checked first.
