i am curious on what "the area around the hole which is on the part where tires are normally punctured inflated" means. i suspect he meant that the plies in the area ballooned, when the tire was inflated.
was the tire vulcanized, as in, heated? if so, it might have been heated too much, causing a weakening of the adjacent plies, resulting in ballooning when the tire was inflated.
i am also curious as to what item caused the puncture, how wide the puncture is, and how long was the deflated tire was allowed to roll.
