MMDA scraps 'coding' exemptions

MANILA, Philippines - All exemption certificates for the Unified Vehicular Volume Reduction Program (UVVRP), more popularly known as the “number coding” scheme, will be revoked starting Monday, the Metropolitan Manila Development Authority (MMDA) said yesterday.
MMDA general manager Robert Nacianceno said the cancellation of all “coding” exemptions is one of the agency’s measures to alleviate the worsening vehicle traffic situation in the metropolis. Vehicles issued exemptions to the UVVRP are allowed to use the streets even if they are “coded” for that day.
“Exemption from the coding scheme is just a privilege,” he said.
Nacianceno also said the MMDA will come out with guidelineS to clarify the implementation of the UVVRP.
MMDA Chairman Francis Tolentino said the agency decided to strictly enforce the UVVRP after discovering that out of the 8,897 exemptions to the number coding program granted to motorists for June to September this year, 6,393 were secured by government officials and employees for their own private vehicles.
Certificates of exemption to the UVVRP, which are issued by the MMDA for P300, are valid for two months. The certificates can be renewed.
Tolentino also reminded lawmakers that vehicles bearing the “7” and “8” license plates are not exempt from the UVVRP.
Tolentino said the “7” plate which is reserved for vehicles of senators and “8” which are for vehicles of congressmen are to be treated as vanity license plates. Tolentino has ordered MMDA enforcers to flag down vehicles bearing the “7” and “8” plates and check if these vehicles are coded for the day.
Tolentino said owners of vehicles with “7” and “8” license plates should still attach the regular or control license plates issued by the Land Transportation Office at the back of the vehicles. Enforcers will simply have to check the license plates at the back and see if these are coded based on the “ending” number of the license plate.
Under MMDA Regulation 96-005, the guideline governing the UVVRP that took effect on March 17, 2003, only the following vehicles are exempted from the scheme: ambulance, firetrucks, police patrol cars, military vehicles; vehicles commandeered by the government directed by a person in authority or his agent or by a medical practitioner for military relief or emergency purposes; vehicles carrying persons needing immediate medical attention; diplomatic vehicles with diplomatic plates; government vehicles with government plates or appropriate Land Transportation Office stickers or markings expressly showing the name of the agency or office; and duly enfranchised school buses and company shuttle service vehicles.
Although not mentioned in the MMDA’s guidelines, Tolentino said the MMDA has granted exemptions to the President’s vehicle (“1” protocol plate), Vice President (“2”), Senate President (“3”), House Speaker (“4”) and Chief Justice (“5”) from the scheme.
“The number 1 plate is the seal of the nation. And there are no other users of the 2, 3, 4 and 5 plates aside from the Vice President, the Senate President, the House Speaker and the Chief Justice. Unlike the other protocol plates which are attached to many vehicles,” he said.
Under the UVVRP, vehicles with license plates ending in 1 and 2 are not allowed to be on the road from 7 a.m. to 7 p.m. on Mondays; 3 and 4 on Tuesdays; 5 and 6 on Wednesdays; 7 and 8 on Thursdays and 9 and 0 on Fridays.
Vehicles covered by the “coding” scheme are allowed on the road during the “window hours” from 10 a.m. to 3 p.m. There are no window hours in Makati City, Malabon and Las Piñas. Motorists caught violating the coding scheme will have their licenses confiscated and will have to pay a hefty fine. - By Mike Frialde (Philstar News Service, www.philstar.com)

newbie lang po, nakuha ko yung strada ko glxv 2months ago and have almost 3k km on it. tanong ko lang po kung may naka expirience na sa mga strada ower ng oil leak coming sa crankshaft pulley, nag karoon kasi yung akin ng oil link medyo malakas din yung leak pag nananakbo. Dinala ko sya sa casa SFM at pinalitan nila yung gasket ng lower cover ng engine block. pero ng tinesting meron pa rin konting oil leak, so suggest nila palitan n yung buong assembly ng lower cover. hayyy too bad sa akin pa napatapat. good thing is that meron spare part at nag iisa lang daw yun sa planta ng cainta. Sa ngayon nasa casa pa rin yung truck ko.

Another sad story from one of the Strada owners... pero as usual, there's always a light at the end of the tunnel... mas ok na nangyari na syo ngayon habang bago pa kesa naman pagtapos na ang warranty... pero mas ok parin kung hindi na lang sana nangyari... hehehe medyo magulo...

If ever hindi maayos ng Cainta yang unit mo just let me know. Ipasok natin sa Mits. Alabang WestGate para malaman natin kung ano talaga ang problema... Pero syempre, pa member ka muna... :D

this is not good, sana magawan ng paraan yan or mas maganda kung hindi nila maayos talaga request ka na ng change unit, dapat maayos nila yan dahil wala ka naman kasalan sa nangyari sa strada mo, san mo nakuha yan strada mo sir?

SFM San Pablo city, laguna ko sir nakuha yung unit ko. Got my truck this afternoon, i think yung lower front cover na yon ay included doon yung oil pump. Sabi nga nila sa akin first time lang nila naranasan to. factory defect talaga. when i got home napansin ko parang namamasa pa rin ng langis yung ilalim, pero baka leftover lang siguro ng oil leak noong una, oobserbahan ko pa din.

One more thing sadyang bang sobra maglagay ng langis ang casa, when i check yung deep stick sobra sya ng 1 inch doon sa above marker...ok lang ba to?

Pwede ba sir yung change unit? pakiramdam ko kasi ngayon parang hindi brandnew yung truck ko.huhuu.

Sir Radley, Sorry to hear the story of your new truck... obserbahan mo pa rin Sir... pag may leak pa rin, may be they can consider replacing your unit... Better if you can bring it to Mitsu Alabang and look for Sir Kimospeed... :-)
