Correct... anagrams are not accepted but you can interchange the positions like:

COOLS > TOLD (2 changed 1 subtracted)

here O was changed to D but is now on the other side of L!

cools > told -still goes with the orig rule!! but once the position of letters is different from the original, it is already ANAGRAM.

drop the C change O to T the OL remain, then S changed to D. (2 changed 1 dropped)
there was no violation of the original rule there.

i agree on this one. interchanging the positions of the letters shouldn't be allowed as this will add confusion...
