Hindi pwede sa Pilipinas iyan. The solar road will be covered by vehicles stuck in traffic.

A roadway made of tempered glass panels strong enough to carry road traffic without cracking would already cost a whole lot more than a regular road. The addition of solar panels, LEDs, pressure sensors, heaters and the electronics to run these will make each piece cost a fortune.
Then you get to the problems of what happens when the tiles shift (and they will, unless you give them a solid foundation to sit on... one made of... oh, I don't know... concrete or asphalt )...even then, they will shift, and water will get between the tiles, and debris, and they'll shift more, and power transmission will be a problem...
I'd estimate ROI on these things will be... never. Just too impractical.
