the good news is that malaki ang labor force natin (with regards to drivers). kung magaling ang manager ng government jeep transpo system (or yung head ng HR/personnel), kung matutunugan niyang may mga hindi happy na drivers, tanggalin na kaagad and hire the next batch of drivers. bilisan na lang ang turnover ng jeepney drivers. kahit weekly basis, dami naman driver dyan e. hindi happy sa trabaho? sisantihin na. palitan kaagad. may driver na hindi efficient? hindi mabait sa pasahero? hindi sumusunod sa batas? nirereklamo ng private motorists? sisantihin. obviously, hindi siya angkop sa trabaho niya. its a disservice to both the driver (kasi hindi match ang skills-set niya with his job) and the company (in this case the governement jeep transpo system). baka mas bagay siya na magtanim ng kamote na lang or magpulot ng basura sa kalsada.

re: benefits and sustainability, ganun naman talaga ang government institution, kadalasan walang sustainability. and IMHO, that will the job of the manager (or CEO), to find a solution to make it not only sustainable but also profitable. daming paraan naman dyan e. reduce overhead, increase efficiency, reduce redundancy.

btw, may jeepney strike ba kahapon? parang wala. kasi puro jeep pa din sa mga kalye na dinaan ko. umaga hanggang gabi.
