well it converts rust to something that's kinda paintable as it is if you don't really care how it looks in the end
but without additional coatings the "converted" material will allow the underlying steel to rust again. it's also kinda flakey so it's still best to grind away the rust if possible

Proof is my 1995 Sentra LEC, on which I spray Turco as its undercoat / anti-rust treatment every year.
Important notes:
1) It is sour-smelling
2) An eye and skin irritant
3) It will discolor your cement flooring
4) It will leave a powdery white residue when dried
5) You will need to steel brush rusty flakes
6) Of course other parts will still be succeptible to rust
