Question for mechanical engineers: Replacing blower motor to a lower rating one

It's a centrifugal air blower.

what is the blower supposed to cool?
and in the time you have been using this supposedly temporary lower-rated motor, has the appliance to be cooled, overheated?
if not, then i suppose the lower rated motor can stay..
