one potential problem i see is when you miscalculate the height of the flood -- i.e. say you tie it down, with enough cord for 3 feet of flood water; what happens if it reaches 5 or 6 feet?

Other than that, if floods don't get that extreme, it would at least help keep your car's wiring/interior dry.
