MOBILE phone operator Pilipino Telephone Corp. (Piltel) is asking the National Telecommunications Commission (NTC) to immediately subject Piltel, Innove Communications Inc. and Digital Mobile Philippines (Digitel) to a performance test by an independent and international party.
"We are issuing a network challenge to the NTC," said Piltel head for legal and carrier business group Rogelio Quevedo.
The tests will reveal not only which company is providing substandard service but also which one is offering the best service, he said.
"We will all agree on the choice of the international and independent party that will do the testing. Both Piltel and Globe are willing to split the cost of the tests," Quevedo said.
Piltel and Globe's Innove Communications earlier filed a complaint with the NTC against Digitel, operator of Sun Cellular, for alleged violations of NTC Memo Circular 07-06-2002 on the service performance standards for cellular phone services, which requires all operators to maintain a grade of service of seven percent and a drop call rate of five percent.
Piltel said that according to actual tests Digitel had 38 successful calls out of 100 on the first attempt.
Mobile phone operators are required to have at least 93 successful calls out of 100 on the first attempt.
