I give those fans exactly zero chance of drying a car. 9m/s = 20mph, that's less than the minimum speed of a leaf blower.
There's no cfm rating either so I suspect it's going to be low to the point where it's not even worth measuring.

A leaf blower will be 700cfm and 200mph (90m/s). That's the sort of output you want to actually blow off standing water.
