depende what appliance... electric motors will usually have bigger wire wounds kung 110v. for electric motors it is best to plug it sa 110v muna. the turn would be slow if pang 220v ito.

kung electronics, medyo difficult...you need to open the unit...check the power transformer...the capacitor will reveal that it is only 110v (most of the time)... example 1000uF 110v... or something like that... pero this is not fool proof.

sa tranformer, the resistance sa primary is different (pero a radio technician will be the right person to see this).

sa electronic items that doesn't have a power transformer, it is likely autovolt... pero autovolt technology only started flooding the market around 2000... so if your device is an older unit, chances are it is not an autovolt.

If it's from Japan or US (domestic product), it's 110v. Otherwise, 220v yan. Pero check mo din muna! hehe! Anong appliance po ito sir?

Pano nga ba??uhhhmm, good question, but you might want to try this bro.
    a) open the unit, check mo kung may fuse sa loob (usually malapit sa power supply yan)
    b) kung original pa ang plug nya, makikita mo don ang configuration.
    c) dalhin mo nalang sa certified technician to do the testing for you

If you're certain that your appliance is still functional, then,
plug it in a 110v outlet.

If it doesn't work, then it should be 220v.

A little off-topic, 100V lang ang mga producto sa Japan.
