It's a public highway (although hindi matapos tapos dahil sa crapstick red tape). The taxes we pay the government is the permit.

Isa pang problem ay yung squatters on both ends of the road project. I don't think they plan to leave anytime soon. Semento na ata yung bahay nung iba.
