    Not limited to being padala ng same opis. Some are being pirated by other opis in foreign country. It may be of same industry or different industry since it's managerial in nature. Some of our local pilots are being pirated by foreign carriers thus they are relocated to host carrier's country.Any one seen a pilot having OEC because their required to ?

    Now, let me tell you my own personal experience about immigration. I'e been going back and forth for weekends here and one time i have an early morning flight going back to my country of destination. I went to this desk at the airport to get OEC, i was denied telling all the stupid reasons.
    See, you are telling a government staff that what they are doing are stupid.

    Simple as O=ovearseas, F=Filipino, W=worker.
    Where are you going? Overseas. What is your nationality? Filipino. What will you do overseas? Work

    Before you will be issued an OEC, you must be an OWWA member. If you are not a member, unless you are illegal.

    Last thing. Are you paying your taxes in the Philippines, if yes, then I agree with you. You are not an OFW.

    I rest my case cause we're not on same level. You may be an OFW and i'm an expat thus we're of different wave length & frequency.

    This is about OFW, so i guess this is your thread and not for me.

    What I am trying to let you and others understand is the definition of OFW. Whatever your definition of an expat is, not important to me. But with your definition of an "expat", parehas lang tayo na "expat" bro. But I can not deny that I am also an OFW.

    Just like you I am a frequent traveler and I have a roll of multiple OECs in my pack so I can go back anytime I want without the hassle of the early morning flight that you have experienced. I am taking a flight at 0520.

    By the way, you can request multiple prints of the OEC that you can use for the whole year. You can drop by at the POEA office at the Duty Free Philippines.

    Good to know na pedeng kumuha ng MTEC sa Duty Free. Naubos na rin kasi yung stock ko.

    Question, how do you classify those international commuters?

    let say tourist visa ka..then someone sponsored you..

    If you are hired overseas, afaik OFW ka na. This is what happened to my former colleagues. They are "local hires" sa SG. They go to POEA din.

    If you are a resident in SG, you can not be considered an OFW and you will not be issued an OEC kahit mag request ka.

    They were hired locally by a bank based in SG but my friends said they are offically OFWs daw. I don't know if working there automatically makes them residents?

    ^Working in SG will not automatically make you a resident. May process pa rin and they will also consider how long you are already staying/working (legally) in SG.

    If you will get an OEC as your pass to go back to SG after a holiday in Pinas, you will automatically become an OFW wether you like it or not. The prerequisite of the OEC is a OWWA membership. If you are not a member, you will not be issued an OEC. Technically, you can not go out of the country on a working visa without an OEC.

    working visa -> permanent resident -> citizen

    to be a PR you need to apply for residency...tama si confused..

    here in AU you can be PR as long as you want..downside lang you have to renew every 5yrs....

    Working on a tourist visa is illegal. Anywhere. An illegal can not be considered as OFW nor an immigrant.

    correct, but i was saying sponsored

    under tourist visa then binigyan ka ng sponsorship to get a working visa..ofcourse you should follow all the rules indicated sa visa mo

    kasi ako i was sponsored directly and wala ako idea about this poea thing..nakailang uwi ako before and hindi naman ako hinanpan ng papers from poea...but after more than 5 return trip ko to PH..may nakapansin sa visa ko na kailangan ko nga ng clearance from poea..buti na lang pinayagan ako nung immi officer sa pinas...nakaalis din ako...then nung umuwi ako ulit saka lang ako nagpunta sa poea...lol..

    With tourist visa direct hired & depends of job title, great salary & benefits by a company/institution, likely yes. Pero kung someone is an individual like fiance or brother, then immigrant/tourist/dependent visa.

    Had similar experience. As my family was with me and i needed a helper, so we thought of bringing along a relative. She came in as a tourist and we just processed her visa as dependent under my sponsorship. She's getting OFW pay without all those OFW process.

    - ofw, may owwa. may oec, exempted sa airport tax sa naia pag paalis ka papunta sa workplace mo.

    - ofw. exempted ka sa tax sa pinas.

    ngayon kung wala ka ni isa rito, di ka OFW.

    I am confused too. But if you can't leave the country on a working visa without an OEC, then I guess so.

    OFW and Expats, it could be just semantics?

    Not always. An expat, may not be issued a working visa (on a limited stay and may be travelling on a business visa). In such case, he is not an OFW. You can only be an OFW if you are holding a working visa.

    So how about this? When I was working abroad, sometimes I get OEC, sometimes I don't when coming to and leaving Manila. I didn't go through POEA for the employment, and never did have registration with OWWA. What does that make me?
    You will not be issued an OEC without being member of OWWA. You can not get a OWWA membership without a valid employment contract/visa. May be during those times, hindi serious ang POEA natin. I don't know.
