I think they have number coding and window period (10AM- 3PM). Same with Quezon City. But in my experience, Manila Traffic Enforcers are quite lax on enforcing this. I have never been caught on Espana, Quezon Boulevard, Port Area, Intramuros during coding hours. Just stay on the middle, inner lane. They will not flag you down if you are on the middle of the road otherwise you will create an obstruction at the vehicles at your rear. Diskarte and lakasan ng loob lang.

Ever since walang coding si Marikina (kahit nung chairman si BF). Possibly because its a city where "passing through" traffic isn't much of a concern.

i think the reason is that they dont need color coding to ease the traffic

    +1

an example is the alabang-zapote road. ayos lang ang traffic sa muntinlupa area pero once you go farther and reach goodyear(hpc),malalaman mo na kagad na las pinas na yung lugar kasi ang tindi ng trapik!
