MANILA - President Benigno Aquino called out former Technical Education and Skills Development Authority (TESDA) chief Augusto Syjuco in his 2013 State of the Nation Address (SONA) on Monday.

Aquino said the government is holding Syjuco accountable for his part in the alleged overpricing of purchases made by the agency.

"Sangkot siya sa katakut-takot na tongpats sa ahensya," he said.

Syjuco was TESDA director-general during the Arroyo administration.

Aquino said under Syjuco's management, TESDA paid P15,375 for each incubator jar worth only P149.

"Ang normal na presyo ng dough cutter, 120 pesos. Ang presyo kay Ginoong Syjuco: 48,507 pesos," he said.

"Linawin po natin, dough cutter ito, at hindi Hamilton-class cutter. Baka nga po kapag hinarap na niya ang kasong isinampa ng Ombudsman, matuto nang magbilang itong si Ginoong Syjuco," the president added.

Syjuco also served as Iloilo 2nd District representative in the 15th Congress but failed in his reelection bid in the May 2013 elections.

The Ombudsman filed graft charges against Syjuco and 10 other former TESDA officials in April for their alleged involvement in various procurement anomalies in 2007.

According to current TESDA Director-General Joel Villanueva, the agency is also being haunted by demand letters seeking compensation for almost P1 billion worth of services rendered to scholar-beneficiaries of the "Pangulong Gloria Scholarship."

Villanueva said that during the time of Syjuco, TESDA issued vouchers that were used as scholarship certificates to learning centers. Two years later, the learning centers are still unpaid.

He said payments were not made because the agency could not disburse money for the simple reason that there was no appropriation set for the vouchers.

Villanueva described Syjuco's action as similar to estafa.

Other graft cases

Aquino, during his SONA, mentioned other multimillion-peso corruption cases that his administration is pursuing.

"Nakahabla po ang dating mga opisyal ng PAGCOR na naglustay ng P26.7 million para lamang gumawa ng isang pelikula; nagsunog ng P186 million para sa isang partylist; at nagawa pang gamitin na pampapogi sa kampanya ang rice donations na nakalaan sana para sa mga biktima ng kalamidad," he said.

"Hinaharap na rin po ng mga dating pinuno ng PNP ang paratang ukol sa P131.6 million na nawaldas para sa 75 limang depektibong rubber boat, at P104.99 million para sa maanumalyang pagbili ng mga segunda-manong helicopter mula 2009 hanggang 2010," he added.

"Mas mainam nga po kung masagot nila nang tama ang mga tanong ukol dito, nang matukoy natin kung may iba pang dapat managot," Aquino said.

Aquino said investigations on new cases of alleged corruption happening under his watch should be based on evidence.

"Sa usaping Cadavero, PDAF, MRT 3, at iba pa: Dahil hindi alam ng ilang kritiko ang ginagawa namin, palagay nila wala kaming ginagawa sa mga isyung ito. Kung wala pang tangan na datos ang gobyerno at ipagsigawan naming, 'Iimbestigahan namin kayo,' di ba't para na rin naming sinabi sa mga kakasuhan na, 'Itago mo na ang lahat ng ebidensya?'" he explained.

"Kaya, tutungo tayo kung saan tayo ituro ng katotohanan; ebidensya ang magdidikta sa ating mga hakbang," he added.
