    It's really unfair to blame somebody for someone else's wrongdoing. PDAF, CDF, pork barrel, common knowledge na po yan before P-Noy came alog. His administration exposed it...and he's the one getting crucified for it. Kaliwa't kanan ang protesta kontra P-Noy, as is he invented the damn thing.

    imho these are just spin doctors trying to muck things up, put the blame on P-Noy, so they can get attention away from themselves. Etong mga tao naman, nagpapauto, nagpapagamit...like they've been manipulated so many times in the past(EDSA tres, etc.).

    When you go to a party and find the place all messed up, you don't blame the janitor cleaning up the mess. Kaso siya yung nakikita, kaya siya nababalingan ng galit.

    Sino ba talaga ang me sala?

    anong Pnoy administration ang nag-expose ng PDAF scam? nakalampag ang PDAF scam dahil sa illegal detention sa whistle blower, until nalaman din ang DAP na nagamit daw sa pagsuhol sa mga Senators who convicted the former CJ.

    Anong janitor? kung talagang gustong linisin ni Pnoy ang gobyerno, umpisahan niya sa bakuran niya. Nag-surrender na nga kuno si Napoles sa kanya, bakit hindi ba full backup binigay para meron lakas si Napoles magsabi ng totoo sino sangkot sa scam, o baka dinaan muna sa briefing si Napoles bago isinurender umano?

    I agree. it's time this law need's to be scraped. Stupid senator come's up with stupid law and approved by his stupid colleagues. At the end, end goverment having a hard time implementing this stupid law.

    Abnoy get's the heat cause he openly depended the PDAF & DAP. Now this is **** in his facking face. Now that Malampaya funds is only to energy purposes, how would he depend his purchase o navy ship using such fund. That's called technical malversation. See you Abnoy in jail after your term.

    So are those previous and present VP, senatongs & tongressmen who have benefited & use PDAF which has been ruled unconstitutional. All of them should be charged with malversation if not plunder.

    We can turn the Batasan Hall into a big prison for all these crooks or better term crocodiles. :bounceD:

    So pwede na pala paikutan ng ng Police Line warning tape ung House of Representatives at Senate Office, Malacanang would not mind also to wrap it in Police Line warning tape since it is also color yellow.

    He can always say it GMA who bought the ship... he only paid the balance.

    I wonder if funding the Public Transport Assistance Program (PTAP)–Pantawid Pasada, or giving subsidies to PUV drivers is also "energy related".

    [b]The Malampaya Fund’s current balance stands at P130 billion, and President Benigno Aquino III spent only P15 billion from the fund in 2011 and 2012 “for energy-related projects including the purchase, refurbishment and transport of a US Coast Guard cutter,” Malacañang said Friday.

    The Palace justified the use of Malampaya funds for the ship renamed BRP Gregorio del Pilar as it will be used to secure our energy resources in the disputed West Philippine Sea (South China Sea).

    Unlike the Arroyo administration, Mr. Aquino’s government did not dip into the fund and spend the money for purposes other than what was provided by Presidential Decree No. 910 of the late dictator Ferdinand Marcos, said deputy presidential spokesperson Abigail Valte.

    The Marcos-era decree provides that royalties and proceeds from the exploitation of energy resources should form part of a special fund to finance energy development projects of the government.

    “The President construes that particular provision (of PD 910) very strictly,” Valte told a Palace briefing on Friday.

    According to the Department of Budget and Management, the following were the projects that the Aquino administration has charged against the Malampaya Fund:

    The 2011 fuel requirements of the National Power Corp. (NPC)-Small Power Utilities, P2 billion

    Public Transport Assistance Program (PTAP)–Pantawid Pasada, P300 million and P150 million

    Acquisition/transfer to the country of US Coast Guard Cutter Hamilton for the “protection and security” of the Malampaya natural gas project, P423,063,900 P1.624 billion to “cover fuel requirements (P1.322 billion); Genset lease/rental (P140 million); and half of capital expenditures requirements (P162.5 million) of NPC-Small Power Utilities Group”

    For 2011, support for the upgrading of capability requirements for the security and protection of the Malampaya natural gas project, 4,954,580,16
    For the rural (sitio) electrification project, P814.4 million

    The NPC’s short-term loan facility with the Land Bank of the Philippines (missionary electrification), P3 billion.

    In 2012, the Aquino government tapped the fund for two programs: the Barangay Line Enhancement and Sitio Electri fication Projects, P1.108 billion; and for the transfer, dry-docking and periodic hull maintenance costs of one weather high-endurance cutter class vessel, P880.6 million.

    He could have just turned deaf and dumb to the issue, as what has been commonly done in previous administrations involving countless incidents of graft and corruption; smother it with red tape until public interest wanes and it's "business as usual". If he could ultimately be held accountable for the DAP issue, then why did he let the PDAF investigation run its course?


    And haven't you noticed that the focus went from the "pork barrel" into DAP, which was specific no P-Noy? The pork barrel has gone throught a lot of acronyms but it still means the same thing; why call it DAP instead of "pork barrel"?

    Kasi pag "pork barrel", damay yung tatlong magaling; pag DAP, kasalanan ni P-Noy.

    There's no denying that there are certain anomalies he has to answer to, and i also want to see that happen.
    Some people see in black and white; others see shades of gray. i certainly cannot blame you for your views sir, but to me P-Noy is a lighter shade of gray compared to others....sa ngayon ;)

    Kung ako lang si P-Noy/De Lima, i would have granted Napoles full immunity, ikanta lang niya lahat ng mga sangkot diyan. But i'm willing to bet that if that was done, me magsasabi naman that he's using Napoles to put political enemies in jail, why would a criminal be allowed to walk free, etc. etc.
