ngayon I'm following in twitter yun Senate investigation regarding sale of second hand choppers sa PNP pero binayaran as brand new, then lumalabas kagagawanan nanaman nila Arroyo. dapat kalimutan na yan dahil tapos na? past is past?

Syempre kasuhan yung former president arroyo.

    Sandiganbayan clears Binay's wife
    April 11, 2011, 8:52pm
MANILA, Philippines – The Sandiganbayan has dismissed the graft case against the wife of Vice President Jejomar Binay in connection with the alleged purchase of overpriced furniture.

The ruling in favor of Mrs. Elenita Binay concluded almost 11 years of legal battle dating back to the time when she was mayor of Makati City.

Also acquitted on the same case were Nicanor Santiago and Ernesto Aspillaga, then city administrator and head of the General Services Department, respectively.

In its ruling, the Sandiganbayan Second Division said, “the evidence on record intended to establish the alleged excessive purchases is insufficient to qualify as proof beyond reasonable doubt.’’

The court’s 69-page resolution issued April 7 also noted that the evidence on record to establish the allegation of overprice in furniture purchases “do not reach the quantum of proof required by law.’’

The graft court also ordered to cancel and return the bail bonds of the former Makati City officials.

In October 2000, Binay and her co-accused were charged with violating Section 3(e) of Republic Act 3019 when they awarded to the Office Gallery International, Inc. (OGII) the procurement of office partitions and furniture amounting to P58.1 million.

The Makati City officials were accused of making illegal purchases of the office partitions in the amount of P16.3 million as indicated under purchase order no. 11579, which was used to cover the negotiated purchase under disbursement voucher no. 1836.

The charges were based on a Commission on Audit (CoA) report finding alleged discrepancies in purchase orders or vouchers submitted by the city government.

The CoA report claimed the amount of damage supposedly suffered by the city on account of excess partition purchases have been reached on the basis of the flawed procedures.

The court said that although there are fundamental issues of uncertainty in the audit procedure adopted, the prosecution failed to prove charges of excessive purchases and overpricing beyond reasonable doubt.

It added that the credibility and competence of evidence relating to the validity of the prosecution’s claims of excess and overprice were doubtful. (Shianee Mamanglu)

There's no way to predict the level of rain before it falls... you don't know if the clouds will release now or three provinces away. At least they got the tracking right.

Personally, I feel that the PAG-ASA brouhaha when PNoy fired the last head was completely unfair. PAG-ASA did everything that was right, according to their procedure. But they had inadequate equipment and they were hit by a storm that veered off path between their predictions. (As said... even international orgs can't agree on a typhoon's path).

The real problem was the timeliness of updates... which has been the same ever since. I think a reprimand and a demand to amend the system would have been enough.

PAGASA: 'Kabayan' to bring heavy rains; will pour in 15-20 millimeters per hour of rain and will be out of PHL by Tuesday.

Heh... the courts and prosecutors... Noynoy's worst nightmare... the same courts that wouldn't allow his "Truth Commission" and the prosecutors who would rather allow an obviously corrupt official (na opponent to Noynoy...) to pay half of what he's stolen instead of prosecute...

    Ang pagbalik ng comeback...

    Good point...

    Batang regla,

wag mo isisi ke pnoy lahat ng naging desisyon o magiging desisyon ng anumang hukuman. it is the rule of law. evidences were presented for both parties, nagkataon lang ang ebidensya ng prosecution were not enough to rule in favor sa state.

Ngayon, kung meron man gusto humabol, simple lang mag motion for recon sa sandiganbayan or apply for petition for review sa CA.

magnilay-nilay ka bro, sa tingin mo ba ang pagiging VP walang kapangyarihan para diyan sa kaso ng asawa niya considering they were battling it for 11 years and it is only now that decision was rendered?

    BTT:
well, nagkaroon na ng improvement ang weather forecasting para narin makapag handa ang mga kababayan natin na tatamaan ng bagyo just like yesterday's forecasting.
    Sana may iimprove pa.
