    Really, though... it's the police commander on the ground who has the training (supposedly) and experience to handle these matters. So he has the final say. Only he can be held accountable for the bungled assault operation and the decision not to employ the SAF.

    As for the negotiations, from listening to the hearings... Mendoza really was responding to the negotiations well at first. But a combination of factors (the hysterics of his brother, his unreasonable demands to have all charges completely dropped when the Ombudsman promised to review them) and his frustration over them finally caused him to snap. Even without the hysterics, witnesses say he already became edgy and tempermental when he received the letter from the Ombudsman... at that point, he refused to talk to the negotiators... became paranoid.

    You can do everything right, take all the precautions in the world, and if a guy goes off the deep end, there's nothing you can do to stop it.

    Granted, the police didn't do it right, the Ombudsman didn't do it right, and the officials above them didn't have the training or experience to recognize when the police were losing control, but there was still only one crazy bastard with his gun pointed at those tourists... and his name isn't listed in the poll.

    At most, the ground commander deserves a demotion. At least, a suspension. And the rules of engagement should be changed to "shoot-to-kill" first and negotiate after the bodies have dropped.

    ^ yep at some point meron talagang mga tao na hindi mo na ma-negotiate with whether tapalan mo ng pera or any compromise. these are the scariest kind, and henceforth, the term "terrorist" got invented.

    the hostage drama is a terrorist attack, domestic terrorism to be specific.

    Si Sheriff Wighams at Granpa Simpson este Magtibay and Lim. They were supposed to be in charge of the situation. But at the critical moment when Mendoza's brother was being "investigated" and Mendoza was going amuck, Lim decided to grab a bite at Emerald Restaurant and Magtibay tagged along. There was no working TV or radio at the restaurant to monitor the situation. The tour guide operator testified that there was no one left at the quirino command center. Also it was Magtibay's call to send Springfield's finest este Manila's SWAT team instead of the SAF, which proved to be an INTERNATIONAL EMBARRASSMENT.

    In his ranting over the radio, nawala ng tiwala si Mendoza kay Yebra. Also Yebra didn't monitor what was happening in the bus, parang nawala siya ng gana nung tinawagan siya ng sinungaling ni Mendoza and requested that the brother be arrested for conspiracy. Unfortunately, there was no one left to talk to Mendoza except the radio annoncer...
